'~V. Recreation Program <br />Forty-one percent of the respondents or their .family members have <br />taken part in City recreational programs. Sixteen percent. of these <br />people have ideas regarding new programs. According to members of <br />the Citizen Study Committee, this is a significant number and <br />should be explored by City staff. A survey of program users may <br />be considered. <br />V. Noise Levels <br />The Citizen Study Committee has commented that approximately 35~ <br />of the population says noise bothers them. It has been suggested <br />by the Conunittee that the Police Department look into the-possibilities <br />of cracking down on the noise made by automobiles. More citations <br />for noisy mufflers or excessive acceleration are possible areas <br />of improvements. Staff recommends denying consideration of a noise <br />ordinance on the grounds that 730 of all respondents feel noise <br />does not or rarely bothers .them. <br />VI. Planning and Development <br />Forty-one percent of the residents wish to see the amount of planning <br />and development increased.. Residents are connecting on expanded <br />. commercial development which. will increase the tax base and create <br />more jobs in the community. This figure does not reflect that <br />the City should increase its City staff. City policy should <br />~ontinue to encourage quality commercial development in the community. <br />~~'VII. Animal Control <br />Twenty-three percent of the residents see a need to increase this <br />service area.. This may be one area where the City might need to <br />communicate better to the public that it does provide the service, <br />as evidenced by the fact that 21~ had no opinion/no response. <br />A newsletter article, or maybe a flyer mailed to residents with <br />the water bills might solve this problem. However, if the workload <br />gets heavy enough, the CSO (Community Service Officer) might have <br />to re-evaluate in terms of number of hours per week, etc. (This <br />was a Citizen Study Committee recommendation). <br />-VIII. Newsletter <br />About 18~ of the respondents claim they do not receive the newsletter. <br />Staff has found that the problem appears to be that copies are not <br />being put into individual apartment mailboxes, but are instead left <br />in the lobby area. Staff has contacted the postal service and <br />they have assured the City that the future newsletters will be <br />dropped into apartment dwellers mailboxes. <br />IX. Fiscal Policy <br />Thirty-eight percent gave no response about the current allocation <br />of the local tax dollar from the property taxes. Staff feels a <br />need to communicate better in this area, either through newsletter <br />articles or .meetings with local press. The Finance Policy Advisory <br />~oard could help communicate this issue. <br />-~- <br />
