HSEM Grant No. 2007-CCP-00480 STATE OF MLNNESOTA GRANT CONTRACT his grant contract is between the State of Minnesota, acting through its Commissioner of Public Safe Division of 1-lorneland Securit and Emer enc Mana ement 444 Cedar Street Suite 223 St. Paul Minnesota 55101-6223 ("State") and City of New Brighton 803 NW Old 1-lwy 8 New Brighton, Minnesota SS_112 ("Grantee"). Recitals 1. Under Minn. Stat. §§ 12.22 and 299A.01 Subd 2 4 the State is empowered to allocate and disburse federal aid made available through the Department of Homeland Security and is empowered to enter into this grant contract. 2. Federal funds for this grant contract are provided fronri the 20051~1ameland Security Grant Program, Award Number 2005-GE-TS-001, for the Citizen Carps Program (CCP). 3. The State needs to allocate and disburse federal fiends for the Citizen Corps 'Program to eligible recipients. 4. The Grantee represents that it is duly qualified and agrees to perform all services described in this grant contract to the satisfaction of the State. Grant Contract 1 Term of Grant Contract 1.1 Effective date: JanLiary 1, 2007, or the date the State obtains all required signatures under Minnesota Statutes Section 16C.05, subdivision 2, whichever is later. Once this grant contract is fully executed, the Grantee may claim reimbursement for expenditures incurred pursuant to Clause 4.2 of dais grant contract. Reimbursements will only be made for those expenditures made according to the terms of dais grant contract. 1.2 Expiration dnte: December 31.2007, or until all obligatioias have been satisfactorily fiilfilled, whichever occurs first. 3 Survival of Terms. The following clauses survive the expiration or cancellation of this grant contract: 8. Liability; 9. State Audits; 10. Govenlrnent Data Practices; 12. Publicity and Endorsement; 13. Governing Law, Jurisdiction, and Venue; and 1 S. Data Disclosure. 2 Grantee's Duties The Grantee, who is not a state employee, will: 2.1 Perform the services and tasks as submitted and approved by the State in the Grantee's 2005 Citizen Corps Program Grant Application, Attachment A, which is attached and incorporated into this grant contract. 2.2 Comply with the standards and requirements attached and incoiporated into this grant contract. These additional standards and requirements are the following: a. Federal Audit Requirements, labeled Attachment B, which is attached and iiicorparated into this grant contract. b. Federal Assurances, labeled Attachment C, which is attached and incorporated into this grant contract. c_ For Grantees receiving federal funds over $100,000.00, the Grantee must complete and return. the Certification Regarding Lobbying; Debarment, Suspension, and Other Responsibility Matters; and. Drug-Free Workplace Requirements, labeled Attachment D, which is attached and incorporated into this grant contract. 2.3 Use this funding to develop and implement or enhance Citizen Corps Program activities. Funds approved under this grant contract shall be used to supplement and shall not be used to supplant nan- federal funds dedicated to this effort.
