HSEM Grant No. 2007-CCP-00480 <br />STATE OF MLNNESOTA <br />GRANT CONTRACT <br />his grant contract is between the State of Minnesota, acting through its Commissioner of Public Safe <br />Division of 1-lorneland Securit and Emer enc Mana ement 444 Cedar Street Suite 223 St. Paul Minnesota <br />55101-6223 ("State") and City of New Brighton 803 NW Old 1-lwy 8 New Brighton, Minnesota SS_112 <br />("Grantee"). <br />Recitals <br />1. Under Minn. Stat. §§ 12.22 and 299A.01 Subd 2 4 the State is empowered to allocate and disburse federal <br />aid made available through the Department of Homeland Security and is empowered to enter into this grant <br />contract. <br />2. Federal funds for this grant contract are provided fronri the 20051~1ameland Security Grant Program, Award <br />Number 2005-GE-TS-001, for the Citizen Carps Program (CCP). <br />3. The State needs to allocate and disburse federal fiends for the Citizen Corps 'Program to eligible recipients. <br />4. The Grantee represents that it is duly qualified and agrees to perform all services described in this grant <br />contract to the satisfaction of the State. <br />Grant Contract <br />1 Term of Grant Contract <br />1.1 Effective date: JanLiary 1, 2007, or the date the State obtains all required signatures under Minnesota <br />Statutes Section 16C.05, subdivision 2, whichever is later. Once this grant contract is fully executed, <br />the Grantee may claim reimbursement for expenditures incurred pursuant to Clause 4.2 of dais grant <br />contract. Reimbursements will only be made for those expenditures made according to the terms of dais <br />grant contract. <br />1.2 Expiration dnte: December 31.2007, or until all obligatioias have been satisfactorily fiilfilled, <br />whichever occurs first. <br />3 Survival of Terms. The following clauses survive the expiration or cancellation of this grant contract: <br />8. Liability; 9. State Audits; 10. Govenlrnent Data Practices; 12. Publicity and Endorsement; 13. <br />Governing Law, Jurisdiction, and Venue; and 1 S. Data Disclosure. <br />2 Grantee's Duties <br />The Grantee, who is not a state employee, will: <br />2.1 Perform the services and tasks as submitted and approved by the State in the Grantee's 2005 Citizen <br />Corps Program Grant Application, Attachment A, which is attached and incorporated into this grant <br />contract. <br />2.2 Comply with the standards and requirements attached and incoiporated into this grant contract. These <br />additional standards and requirements are the following: <br />a. Federal Audit Requirements, labeled Attachment B, which is attached and iiicorparated into this grant <br />contract. <br />b. Federal Assurances, labeled Attachment C, which is attached and incorporated into this grant <br />contract. <br />c_ For Grantees receiving federal funds over $100,000.00, the Grantee must complete and return. the <br />Certification Regarding Lobbying; Debarment, Suspension, and Other Responsibility Matters; and. Drug-Free <br />Workplace Requirements, labeled Attachment D, which is attached and incorporated into this grant contract. <br />2.3 Use this funding to develop and implement or enhance Citizen Corps Program activities. Funds <br />approved under this grant contract shall be used to supplement and shall not be used to supplant nan- <br />federal funds dedicated to this effort.
