The basic intent has not been changed <br />from three years ago.. <br />Carlson said that in thy; revised ordinance, the lake can <br />only be closed by the Director of Parks and Recreation, <br />Police Chief or City.ManaN~er. Homeowners asked what <br />happens when the lake is closed .for more. than 5 days? <br />Can someone be contacted to .keep it closed? <br />Anderson said the lake closes when the water reaches a certain <br />elevation and stays closed until it recedes. <br />Carlson asked why. there are two .different statements on the <br />lake closings. <br />Anderson said 19:31 talks about elevation, and the lake would <br />reopen when the water recedes. 19-35 gives the Director or <br />Parks and Recreation, the Police Chief and City Manager authority <br />to close the lake because of something other than high water. <br />Carlson said that previous ordinance gave a definition of a <br />wake. <br />Anderson said it was felt that the 19.:30 definition of a <br />wake gave enough description to cover the problem. This <br />is accepted language that will be used throughout the state. <br />Motion by Carlson, seconded by Dahl, to recommend the ordinance <br />to the .City Council. Motion passed. <br />C. Discussion of New .Brighton Composting and Garden Sites <br />Elizabeth Jeffrey Huddleston, New Brighton Composting Coordinator, <br />was present and stated she was looking for a city-wide composting <br />area for leaves only.. There is a site at Innsbruck North that <br />is being considered. Tt is an old gravel pit. Would .like con- <br />cept.ual approval from ;:the Park Board.. The site would need Labor. <br />from the city for a road to get there and for pickup about three <br />times a week. Have checked with Dave Fridgen and he said the <br />site looks good. The site is hidden from pepple's sight. Haulers <br />are. willing to donate their time for two weekends.. <br />Gunderman asked if the. area can be chained off? <br />Huddleston said there is a natural berm there now, <br />Gunderman sand he likes the idea but doesn't like the idea that <br />people bring their own because. they may be dumping more than <br />leaves. <br />
