AndersC~~ctor Parks and Recreation <br />Re: Long Lake Update <br />A number of issues have surfaced since last Thursday. This <br />is an attempt to provide the Council with some background <br />information. <br />1. The Long Lake Improvement Association has <br />petitioned the Environmental Quality Board <br />requesting that an Environmental Impact State- <br />ment be submitted on this project. The Environ- <br />mental Quality Board has taken no action on their <br />request but will process through channels. It <br />will take the Environmental Quality Board approxi- <br />mately 3 months to determine whether they will <br />require an Environmental Impact Study for this <br />development. There is no apparent reason. to delay <br />consideration of the master plan because of this <br />request. <br />2. Letter from Roger Wilson.., March 15, 1982 <br />The letter is in reference.to safety of boaters <br />on the lake. The letter is-not specifying con- <br />cerns about park. design but rather discusses <br />rules and regulations for users of the lake. <br />I met with the Department of Natural. Resources.. <br />Water Safety Review Committee last Thursday to <br />review the City's proposed surface use ordinance. <br />They are proposing a number of changes, however, <br />they are cosmetic; designed to ease enforcement <br />or to promote consistency with other ordinances. <br />Their recommendation will not, in my judgment,. <br />significantly alter the intent of the existing <br />ordinance. By state law the DNR has review <br />authority over lake surface use ordinances. <br />Depending on how fast DNR proceeds, the City <br />Council should be able to consider the reviewed <br />ordinance in April. This would be an appropriate <br />time to consider Mr, Wilson's concerns. <br />
