December 7, 1983 Park Board Minutes Page 4 <br />Gunderman asked if there was a major conflict with the time <br />tY;e park opens and closes <br />Ken Simons said the park generally opens at sunrise and closes <br />at sunset.. Action could be taken to change the time to the <br />City's preference. It is the County's preference to clear the <br />park users prior to dark for the safety or protection of _law <br />enforcement officers. It may be possible to change the time <br />for certain activities. <br />Carlson said that closing the park at sunset would be inconvenient <br />since sunset is generally 4:30 pr S:OO pm during winter months. <br />This would eliminate .any walks or cross .country skiing in the <br />park after that time. <br />Ken Simons stated the sunset time could be waived with County <br />Board approval. <br />MOTION BY GUNDERMAN,.SECONDED BY VAN HATTEN,. TO REQUEST THAT <br />KEN SIMONS AND JOHN. KELLEY INSTITUTE CHANGES IN THE RAMSEY <br />COUNTY ORDINANCE, REGARDING LONG LAKE PARK HOURS,. TO CONFORM <br />TO NEW BRIGHTON PARK HOURS. MOTION PASSED. DAHL OPPOSED. <br />Ken Simons read the. master plan regarding wha is responsible <br />for enforcing the snowmobiling.ordinance. It. stated that <br />Ramsey County: is responsible for patrolling the lake surface. <br />MOTION BY VAN HATTEN THAT THE AREA IN THE PARK ON THE WEST <br />SIDE OF THE RAILROAD TRACKS BE DESIGNED AS A SNOWMOBILE AREA. <br />MOTION DIED FOR LACK OF A SECOND. <br />MOTION BY VAN HATTEN, SECONDED BY CARLSON, THAT THE PARK-BOARD <br />TAKE THE POSITION THAT SNOWMOBILING BE ALLOWED ON THE LAKE <br />SURFACE.: <br />Dahl asked about access. <br />.~ <br />Carlson said that at the present time the beach. area is the <br />access. Anew a~~ea will be to be designated later when the <br />beach is moved. `, <br />MOTION PASSED. <br />The Park. Board wanted the public aware that:. cross country skiing <br />and .any other non-motorized activity be allowed in the entire <br />park. <br />MOTION BY CARLSON, SECONDED BY VAN HATTEN, THAT ANY NON-MOTORIZED <br />OFF ROADWAY RECREATION ACTIVITIES BE ALLOWED IN"THE ENTIRE PARK. <br />MOTION PASSED. <br />
