December 7.,.1983 Park Board Minutes Page 5 <br />Carlson asked about alcohol in the park. <br />Ken Simons stated that the Park Ordinance generally prohibits <br />alcoholic beverages except in those parks and areas as designer- <br />ted by a County Board policy. Long Lake .Park could be added to <br />the parks listed in the policy. However, the park probably <br />would not be officially added to Ramsey County until the park's <br />completionin 1985, therefore no alcohol will be allowed in the <br />park until that time. <br />Carlson asked if picknicking can take place in the park when <br />Long Lake is not officially on the ordinance. <br />Ken Simons responded in the negative. <br />John Kelley stated he wanted a copy of the Park Board minutes, <br />ordinances and resolutions. <br />Van Hatten said he has a problem with the park closing. <br />Ken Simons stated the County is concerned with the safety of <br />the public and security of construction equipment in the park <br />during the development. It may be a safety hazard if there <br />are people in the area of construction. <br />Anderson stated that New Brighton's procedure.is not as strict <br />but we usually do not put up park rules until the park is com- <br />plete. <br />John Kelley asked about ice fishing on Long Lake. <br />It was noted that there is an existing access. <br />MOTION BY DAHL, SECONDED BY VAN HATTEN, THAT THE SOUTH SHORE <br />OF LONG-LAKE. BE AN ACCESS FOR SNOWMOBILES AND ICE FISHERMEN <br />IN THE WINTER. <br />MOTION PASSED. <br />Ken Simons asked if the motions would be going to the Council <br />for approval. <br />Anderson and Blomquist -saw no reason for them. to be Council <br />approved. <br />~. ~I~Snz B11S171~SS <br />B. Long Lake ,Joint Powers Agreement <br />Anderson said the Long Lake Advisory Committee and County staff <br />h~.ve.spent t~:me designing facilities, mostly the bath house,. beach <br />f"encing and gate. Have met with the architects and there is a <br />difference of opinion on the design aspects. The question that <br />keeps coming up is who: will be operating the facilities and how <br />will they be administered. The Joint Powers Agreement gives the <br />City permission to .operate. the beach.. and other facilities but. it <br />expires in 1984. Anderson recommends extending the agreement in <br />its present form for 5 years. Have talked to Met Council and they <br />said the decision is Ramsey County's. Anderson supports the extension <br />
