December 7, 1983 Park Board Minutes <br />Page 6 <br />because the City's :intention is to operate sensitive facilities <br />in the park to-ease the impact of the park on the residents. <br />We do have .funds available for operational costs .from the money <br />accrued from the sale of the park. <br />Gunderman expressed concern with cost. <br />Anderson said the only increase over 1.982 projections will <br />be an inflationary one. Unless we decide we want out of <br />the agreement, then there is less cost to the City. <br />Dahl asked whether the Police and Fire section would stay <br />in the agreement. <br />Anderson said if the services change, the Joint Powers <br />Agreement would. have to be changed. <br />Johnson asked if either side wanted to renegotiate? <br />Anderson said the City staff doesn't and does not think the <br />County staff does either. No changes are recommended. <br />John Schultz asked if there was an ending date for the <br />agreement. <br />Johnson said all that was needed was a date by which it <br />must be renegotiated. <br />MOTION BY DAF~L, SECONDED BY OLSON, THAT THE JOINT POWERS <br />AGREEMENT BE EXTENDED FOR 5 YEAR5 BEYOND THE PRESENT DATE. <br />MOTION PASSED. <br />John Schultz said there is .a difference between an ad hoc policing <br />situation and policing on a regular basis, whoever gets <br />there first is responsible for the cost. <br />Anderson said we have agreed to put on a part time., non-sworn - <br />in officer. We have a.regular patrol of the area since it <br />has been owned.. It's not a new cost. There is no expectation <br />that -the figures are wrong,- <br />Joann Knuth asked if increase in park use had been worked in the <br />policing figures. <br />Anderson said yes, it has been anticipated. <br />Johnson explained to Schultz that the date is a requirement <br />by law. <br />Schultz agreed but said it is inforceable too. <br />Anderson-said if the LLAC votes differently, <br />it will go to the County Board with New Brig <br />motion for 5 years and the County Board will <br />Joann Knuth added that the Police Department <br />a good job responding to things in the park, <br />the last year. <br />say. for 3 years, <br />hton Park Board's <br />decide. <br />has been doing <br />expecially in <br />
