Carlson said the snowmobile patrol used to post "r?o Snowmobiling" signs themselves but they didn't stay up long. Carlson said there .used to be an 8 foot long sign that was put up on the beach gate stating snowmobile regulations. The sign was very helpful. Jim Skiba, Park Superintendent, stated the sign was outdated and no longer accurate. Grimshaw stated. that he is a snowmobiler and a cross country skiier. He is in.favor of cross country skiing in the.park_and_ allow snowmobiling on the lake surface but not in the park. Ken Simons said an open or closed park referred to whether the park would be open or closed during the construction process... Van Hatten reiterated his motion that the park be open when he realized what an open or closed park .referred to. He said there is enough land there that the park can still be used and construction still take place. Dahl said we .have to be careful of what we allow in the park while construction is in progress. John Schultz commented that if the park is opener person is considered an invitee. If people are being invited, it should be safe for them. What about rescue - an access is needed to get in. Dahl asked how restrictive Ramsey County would have to be. Ken Simons stated certain activities can be designated as being allowed.. Joann Knuth said that no part of the_park is not accessible,. it is very accessible.. Doesn't feel access should be a big concern. There are many State and National parks with more. of an access problem. Perhaps a sign should be posted stating caution should be used, proceed at your own risk. She urges that the park area be continually open to the public, Ken Simons stated .Ramsey. County's attorney would have to make the decision whether an open park is a liability. Gunderman said he would like to see the park remain open - it will take years. for the development to be complete. MOTION PASSED.
