December 7, 1983 Park Board Minutes Page 4 Gunderman asked if there was a major conflict with the time the park opens and closes. Ken Simons said .the park opens. at sunrise and closes at sundown. .Action could.be taken to change the time to the City's preference. It has always been. the County's preference not to have to enforce ordinances at night. Tt may be possible to change the time for certain activities. Carlson said that closing the park at sundown would be inconvenient since sundown is generally 4:30 or 5:00 pm during winter months. This would eliminate any walks or cross country skiing in the park after. that time. Ken Simons stated. the sunset time can be waived with County Board approval. MOTION PASSED. DAHL OPPOSED. Ken Simons .read the master plan regarding who is responsible for enforcing the snowmobiling ordinance. It stated that. Ramsey County is responsible for patrolling the lake surface. N10TION BY VAN HATTEN THAT THE AREA IN THE PARK ON THE WEST SIDE OF THE RAILROAD TRACKS BE DESIGNED AS A SNOWMOBILE AREA. MOTION DIED FOR LACK OF A SECOND. MOTION BY. VAN HATTEN, SECONDED BY CARLSON, THAT THE PARK BOARD TAKE THE.POSITION THAT SNOWMOBILING BE ALLOWED ON THE LAKE SURFACE. Dahl asked about access.. Carlson said that at the present time the beach. area is the access. Anew area will have to be designated later when the beach is moved. MOTION PASSED.. The Park Board wanted the public aware that cross country skiing and any other. non-motorized activity be allowed in the entire park. MOTION BY CARLSON, SECONDED BY VAN HATTEN, THAT .ANY NON-MOTORIZED OFF R:CI~:DSaAY RECREATION .ACTIVITIES BE ALLOWED IN THE ENTLRE PARK. MOTION PASSED.
