December 7, 1983 Park .Board Minutes Page 5
Carlson asked about alcohol in the park.
Ken Simons stated that no alcohol is allowed in Ramsey County.
parks but Long Lake could be an exception if so desired. However.,.
the park will not be .officially added to Ramsey .County. ordinance
until-its completion~in 1985, therefore- no alcohol will be
allowed in the park until that time.
Ken Simons responded in the negative.
John .Kelley stated he wanted a copy of the Park Board minutes,
ordinances and resolutions.:
Van Hatten said he has a problem with the park closing.
Ken Simons stated the County is concerned with the equipment
in the park during the developing. It may be a safety hazard
if there-are people in the area of construction.
Anderson stated that New Brighton's procedure is not as strict
but we usually do not put up park rules until the park is com-
plete.
John Kelley asked about ice fishing on Long Lake.
It was noted that there is an existing access.
MOTION BY DAHL, SECONDED BY VAN HATTEN, THAT THE SOUTH SHORE
OF-LONG LAKE BE AN ACCESS FOR SNOWMOBILES AND ICE FISHERMEN
IN THE WINTER.
MOTION PASSED.
Ken Simons asked if the motions would be going to the Council
for approval.
Anderson and Blomquist saw no reason for them to be Council
approved,
V. New Business
B. Long Lake. Joint Powers Agreement
Anderson said. the Long Lake Advisory Committee and County staff
have spent time designing facilities, mostly the bath house,
beach fencing and gate. Have :met with. the architects and there
is a difference of opnor~t~.nthe design aspects. The question
that keeps coming up is who:will be operating the facilities
and how will they be administered.. The Joint Powers Agreement
gives the City permission to operate the beach and .other
facilities but it expires in 1.984. Anderson recommends extending.
the agreement in its .present form for 5 years. Have talked: to
Met Council and'they said the decision is Ramsey County's.
Anderson supports the extension because the City's .intention
is to operate sensitive facilities in the. park to .ease-the
impact of the park on the residents. We do have funds avail-
able for operational costs from the money accrued from the
sale of the park.
