Local land use ordi- <br />nances require either that a special use permit be obtained for the <br />facility or that the site be rezoned. <br />13. Describe current and recent past land use and development on and near the <br />site. <br />Existing land uses for the City of New Brighton are shown in Figure 2. <br />The site is within the Walburn Industrial Park. Present uses include an <br />asphalt plant, a concrete redi-mix plant, liquid propane storage, and <br />three coa®ercial establishments. The balance of the site is vacant grass- <br />land. Lands north of the site are Ramsey County open space, separated <br />from the site by railroad tracks. The west site boundary is the <br />Minnesota Transfer Railway spur line. Beyond the rail line is the Long <br />Lake/Rush Lake Regional Park. <br />14. Describe the type and location of soils on the site, giving the Soil <br />Conservation Service (SCS) classifications. <br />The SCS soils map (Figure 7) shows that the site contains three soils <br />types. The northern. 20 percent of the site (approximately 7 acres) is <br />identified as the Urban Land-Zimmerman Complex (8598). Soil texture is <br />typically loamy fine sand. Permeability and surface runoff are both <br />rapid. .The soils provide good building stability. Erosion occurs <br />easily, necessitating construction control measures. The central 40 per- <br />cent of the site (approxiiately 13-acres is identified as Udorthents Fill <br />(1027). This soil is at least 2 feet thick, containing various soils <br />materials and organic and inorganic wastes which overlay poorly drained <br />organic soil material, which may cause construction settling. problems. <br />If highly compacted, ponding may occur after heavy rains. As this soil <br />group varies with respect to underlying material and fill content, <br />detailed on-site investigation is recommended to determine potentials and <br />limitations for construction. <br />L~ <br />
