4 <br />The remaining eastern and western 40 percent of the site is classified • <br />as Urban Land (1039), more than 90 percent of which is covered with <br />impervious surfaces (buildings, parking lots, etc). Storm runoff can be <br />high, and may cause severe erosion. <br />All three of the alternative 5-acre building sites will touch upon all <br />three soils categories, and the proposed access routes for alternatives 2 <br />and 3 (see Figure 5) will lie primarily on Udorthent soils (1027). <br />A portion of the site shows evidence of solvent contamination; believed <br />to be the reult of waste spillage by a previous property owner. Midwest <br />Asphalt Corporation; has agreed upon a plan with the Minnesota Pollution <br />Control Agency (MPCA) for remedial clean up. In the affected area, soils <br />were excavated to a depth of 3 feet, treated and used in asphalt manufae- <br />t~re. The affected arena was less than 10,000 sq. ft. Excavated soils. <br />have been replaced with gravel. <br />16. Esti- <br />mate quantity of material to be dredged and indicate where spoils will be <br />deposited.. <br />The only mayor area of excavation will be the building site, approxi- <br />mately 150 by 180 feet. <br />The building excavation will be approximately 6 to 8 feet deep for equip- <br />ment erection, ash removal, etc. The waste storage area (tipping floor) <br />is built as close to ground level as possible for ease in accessability <br />to trash trucks. Excavated fill will be re-us8d for backfill and sloped <br />areas around the building.. Excess. dirt will be removed if need be. <br />Access roads and parking areas will be constructed .using standard con- <br />struction practices. Roads and parking areas will be blacktopped. • <br />
