November 2, 1983 Park Board Minutes <br />Page 4 <br />Gunderman said a number of parents at his school do not <br />celebrate Halloween because of its association with witch <br />craft. <br />Van Hatten commented that he was not sure it could be pulled off. <br />Gunderman suggested sticking to the younger age group and have <br />Rotary or Jaycees sponsor it rather than the-PTA. <br />Dahl said the older kids are the ones you"d want to get off <br />the street. <br />Anderson said he would see what could be done to provide a <br />program for next year. <br />D. Walburn/Miller <br />Van Hatten stated he had been .on the Walburn/Miller committee <br />to provide input from citizens regarding that development. <br />This project proposes to incinerate garbage and produce steam <br />to be sold to-the rendering plant or anyone else close enough <br />to run a steam line. .Three or .four Met Council members were <br />taking testimony to see if an environmental assessment worksheet <br />was necessary. It would be about.four.times the size of the <br />Red Wing one which handles 200 tons daily. He did tour the <br />Red.Wingsite and was impressed with the cleanliness. Not <br />sure he is for or against it but he thinks the .Park Board <br />should be aware of it. If it.is done properly, it could be a <br />plus for the community. <br />Grimshaw asked if the traffic-.flow had been addressed.. <br />Van Hatten said it wasn't very much, maybe a truck every 10 <br />minutes during daylight hours. <br />Carlson said i~ may:-not have a pleasant odor and therefore <br />~n.ay~_~not: be a good. idea to be .next to a park. <br />Van Hatten said the s atus now. is .that Met Council has to <br />decide whether a work sheet is needed. <br />Blomquist stated that. from the city.'s point of view it is going <br />to the Planning Commission. There is also a law suit involved.. <br />It will not be easily resolved. It should be taken to the Park <br />Board also. <br />Van Hatten said maybe even to the Long-.Lake Advisory Committee. <br />Grimshaw asked if steam was coming up from the one toured in <br />Red Wing. <br />Blomquist didn't recall alot of emission, it was the fall of <br />the year. His reaction was that it should not be next to a park. <br />
