Report #83- 276 <br />Page #3 <br />• <br />Rice Creek Watershed has recently become more interested in the <br />sanitation and clean-up practices approach to improve water quality. <br />The Districts Engineers have expressed an interest in promoting these <br />practices through the City., such as in articles in the City Flall <br />Newsletter. The District Engineers have also indicated a desire to <br />conduct water quality tests to determine the effectiveness of various <br />sanitation practices. <br />In light of the proceeding remarks it can be seen that in addition to <br />being a powerful management and planning tool the Storm Water Manage- <br />ment Plan will somewhat change the rolls of the City and Watershed <br />District. The City will be able to assume the individual site <br />permitting currently handled by the District, and the district will be <br />able to put more emphasis on the major water problems of the district. <br />The attached letter from William Weidenbacher, Rice Creek Watershed <br />Engineer discusses the anticipated changes that will result upon final <br />approval of the Plan. <br />I believe the review and approval process for the Storm Water Management <br />Plan should be similar to the procedure used for the .Comprehensive <br />Plan. I would suggest the following: <br />C~ <br /> <br />a. Review of draft plan by Rice Creek Watershed District <br />(completed. <br />b. Review of draft plan by City Boards and Commissions. <br />c. Review of draft plan by City Council.- <br />d. Public hearings on Plan. <br />e. Final approval by City Council. <br />f. Printing of final document (the layout and binding will <br />be similar to the Comprehensive Plan). <br />After final approval of the plan by the City Council the following <br />items must be addressed. <br />a. Acquisition of existing and proposed retention areas. <br />(I believe this could best be handled by creation of a <br />wetland ordinance with overlaying zoning classifications <br />similar to our flood plain zoning ordinance. I don't <br />feel it is necessary or possible to actually acquire all <br />of these. areas). <br />b. Development and adoption of City sanitation ordinances <br />(with assistnace of the Rice Creek Watershed District). <br />c. Development of a 5 Year Capital Improvement Plan for <br />construction and financing of facilities recommended in <br />the Storm Water Management Plan. <br /> <br />mh <br />.~ <br />
