Asst. <br />8U3 Fifth Avenue NW <br />New Brighton, Minnesota 5511'L <br />Re: CSMP No. 83-U1: Stormwater Management Plan for the City of New Brighton <br />Dear Mr. Proper: <br />Un July 27, 1983 after several months of study, the Board of Managers of the <br />Rice Creek Watershed .District approved the Stormwater Management Plan for the <br />City of New Brighton as prepared by Barr Engi neering Company and dated <br />December, 1982 as the Comprehensive Stormwater Management Plan for the City of <br />New Brighton. The approval was given with the following stipulations: <br />1. Any changes in the Comprehensive Stormwater Management Plan be subject to <br />review and approval by the Board of Managers. <br />2. The City of New Brighton assume responsibility for acquisition of all <br />necessary pondiny and drainage easements. <br />The Plan was formulated to meet District requirements for rate control and <br />treatment of stormwater runoff on a watershed basis rather than an individual <br />site basis. This approach to stormwater management will ultimately result in <br />a system that better serves the citizens of New Brighton with respect to <br />operational, maintenance and economic considerations. The Board of Managers <br />recoyrizes the City of New Brighton as a leader in this effort and wishes to <br />support New Brighton in the implementation of the Plan. <br />Approval of CSMP No. 83-01 by the District represents the first step in <br />working toward stormwater management in the City of New Brighton on a drainage <br />area basis rather than on an individual site or development basis as currently <br />practiced. We feel it will be necessary for the City of New Brighton and the. <br />District to develop a working relationship to assure implementation of the <br />Plan. The New Brighton Comprehensive Stormwater Management Plan is the first <br />plan of its nature approved by the District. We see the implementation of <br />this plan as a process through which the City and the District will learn how <br />to best work with each other.
