Proper, P.E. <br />Paye Two <br />October 5, 1963 <br />As means of initiating the dialogue required between the City and the District, <br />the Board of Managers proposes the following: <br />1. CSMP No. 63-U1 will be used in the review of all RCWD permit applications <br />submitted and located within the corporate limits of the City of New <br />Brighton. The District will continue to require permit applications for <br />developments. within the City until Auyust 1, 1964. At that time, the <br />Board would review the procedures and determine if administration of <br />permits could be satisfactorily handled by the City. <br />Z. The District would require review of all plans for the construction of <br />stormwater management facilities in the City of New Brighton to assure <br />compliance with the CSMP. <br />3. The City and the District will need to agree on measures required to <br />assure adequate sediment and erosion control for projects involviny earth <br />moving. <br />4. The City of New Brighton would be required to adopt a capita} improvement <br />. plan concurrent with adoption of the Stormwater Management Plan to assure <br />construction of proposed new stormwater management facilities required <br />for proper rate of runoff control and treatment. The capital` improvement <br />plan in addition to containing costs must also include a schedule of <br />completion for the required improvements. Easement acquisition would <br />also be included as part of the capital improvements plan. <br />5. Since the plan is a living document and subject to changes, mutually <br />agreeable procedures for amending the plan must be developed to avoid <br />misunderstandings between the City and the District. <br />6. The District will consider the acceptance of monitoring responsibilities <br />within New Brighton to assure adequate treatment and rate control for <br />stormwater runoff. <br />The above items are not intended to be all inclusive but rather as a starting <br />point for dialogue between the City and the District. Implementation of the <br />Metropolitan Surface Water Management Act (Chapter 5U9) will eventually <br />require resolution of the issues raised in this letter. However, complete <br />implementation of the Metropolitan Surface Water Management Act of 1962 is not <br />likely to occur within the next four to five years. In the meantime, the City <br />of New Brighton and the Rice Creek Watershed District have the opportunity to <br />work together to implement a plan which will meet all provisions of the <br />Metropolitan Surface Water Management Act. <br /> <br />.~ <br />
