- _.._ .._ _ _ __. f <br />February 1, 1984 Park Board Minutes Page 4 <br />Kruger stated it is allowed, under the PRD, to do low key, <br />non-residential development. <br />. . <br />Rose said he likes getting as much park as possible. <br />Janecelt asked if the neighborhood residents were concerned with <br />the density of the development. <br />Putnam said the .project wasn't discussed in detail but they know <br />what is in store and were kind of expecting it. They are realistic <br />in understanding that it will be different than what they. are used <br />to. <br />Carlson asked if the pond would handle drainage from a project <br />with that density. <br />Proper responded yes. <br />B. Stormwater Management Plan <br />Les Proper, City Engineer, said that the development of this plan <br />began back in June of 1981. The Council authorized the study to <br />be funded with revenue sharing. Barr Engineering was hired to do <br />the study. In 1983 State Legislature .was approved requirirz.g ~.~l.l <br />cities in the Metropolitan area to prepare Stormwater Management <br />Plans by 1987. <br />The purpose of the plan is to: <br /> <br />1, Reduce, to the greatest practice extents public <br />capital expenditures necessary to control excess , <br />volumes and .rates of run off. <br />2. Improve water quality. <br />3. Prevent flooding and erosion from surface flows. <br />4. Promote groundwater recharge.. <br />5. Protect and inhance fish and wildlife habitat and <br />water recreation facilities. <br />The City Council referred this plan to the Park Board and other <br />City commissions for review. Proper feels it is a good plan and <br />will be a valuable planning and management tool . He is suggesting <br />public hearings anal the plan will have to be approved by several <br />State agencies. <br />Len Kramer of Barr Engineering gave a slide presentation to ex- <br />plain the plan and how it works. <br />Gunderman was concerned where the money for the plan would come <br />from and why it was necessary and if we were making holding ponds <br />out of-.our parks. <br />Proper said in some cases there will not be any changes but the plan. <br />is set up so there will not be flooding in the residential areas. <br />Sunny Square will need some modifications but the streets will be <br />redone in 3-4 years and the modification can be done at that time. <br />Anderson said that probably no grading will be necessary at Sunny Sq. <br />
