4 <br />} <br />February 1, 1984 Park Board Minutes <br />Page 5 <br />Anderson said grading will have to be done at Freedom Park but it <br />is not known how much. Freedom is a developed park and no grading <br />for park purposes is foreseen. He recommeded this .plan not be <br />approved until it can be shown what grading will have to be done. <br />Gunderman said the school playground at Pike Lake is wet. <br />Anderson said Veterans Park will be redone in the near future. <br />No need for a study for stormwater at this park but a study <br />is necessary for Freedom.. ' <br />Kramer said there has to be drainage at Vets according to .the <br />criteria. <br />Anderson said water storage could be on private property in the <br />Veteran Park area. ~~ <br />Gunderman asked what is done in developed-areas where there are <br />no parks. <br />Kramer said big pipes are used but it is very expensive. <br />Gunderman asked the Park Board for their comments. <br />Carlson expressed concern about Freedom Park. It appears that <br />half the park would be unusable. <br />• Anderson said a specific plan will have to be prepared to determine <br />the impact on Freedom Park. <br />Proper said that this is just a plan. They want to do the best job <br />in regard to flooding and water quality. If it would greatly affect <br />the utility of the park, another alternative of installing the <br />larger storm sewers may be the only practical solution. <br />Van Hatters said he shares Carlson's concern about Freedom and is <br />also concerned with the possibility of 6 feet of water being ponded <br />in Hidden Oaks Park. <br />Hogan mentioned he was concerned about Freedom. <br />Rose had no comment. <br />Solberg also expressed concern with the 6 foot bounce at Hidden Oaks. <br />Gunderman is concerned with the inbetween floods, 5 year, etc. <br />Kramer said the objective of the plan is to maximize storage and <br />minimize cost. If no storage is provided, a large and expensive. <br />conversance system will be needed to guard against flooding. <br />® Dahl said it has all been said. <br />Gunderman said most have not studied the plan, he suggests it is <br />put on the agenda for next month. <br />
