MINNESOTA 55435-2062 <br />TELEPHONE (AREA 612) 920-0655 <br />M E M O R A N D U M <br />T0: Les Proper, Director of Public Works, City of New Brighton <br />FROM: Barr Engineering Co. <br />SUBJECT: Storm Retention Within City Park Areas <br />DATE: February 29, 1984 <br />At the last City of New Brighton Park commission meeting,. members <br />of the Commission requested additional information regarding the utilization <br />of stormwater detention within city park areas. The purpose- of this <br />memorandum is to present information we have available regarding the impacts <br />of stormwater detention on these areas. <br />Attached to this memorandum is a summary sheet indicating the <br />various park areas to be utilized for stormwater detention, the surface area <br />of each basin to be utilized for detention, the storage capacity required for <br />the critical 100-year frequency storm within each basin, and a fluctuation <br />(bounce) between the normal elevation of the basin and regulation elevation <br />required to provide the necessary flood storage. It has been assumed that all <br />of the park areas required to be utilized for stormwater detention are to be <br />inundation areas. This mean that storage (inundation) will be provided within <br />the parks only during high-intensity rainstorm events. Stormwater runoff <br />from the more frequent rainfall events, l- to 10-year frequency storms, will <br />be handled either by existing or proposed storm sewer systems that will bypass <br />the park (inundation) area. The creation and utilization of open water areas <br />.within the parks has not been assumed unless the open water concept would <br />enhance or benefit the park facility. The concept of providing storage within <br />an open water basin and/or inundation area is outlined on page 8 of the <br />Stormwater Management Plan.
