Van Hatten said that whoever does 'the minimum standards, always leans toward the minimum. Dahl said that when we designed the plan for the park .we had. to follow standards - don:'t think it's so bad, Don`t know who would write them. [~7ould like to be assured of some base level of upkeep.. RECOMMENDED. RESPONSE: It is important-that minimum service levels are established and followe ISSUE 10 Question 3 Anderson said the reward should be reimbursement. Dahl said we don't want to penalize those that don't consent to regional parks in their community. RECOMMENDED ..RESPONSE: At a minimum there should be reimbursement to municipalities for services to regional parks. ISSUE 11 Anderson said from day one we•had Park Board and citizen input into the park. In other communities the residents don't see it until ..after it goes to the Council and they say this is what you get. Anderson said rather than muncipalitieshaving control over what happens in the park.,. there should be certain standards to follow. There should be an approval. process to follow just as there is for other areas, i.e. streets, water, sewer., etc. RECOMMENDED RESPONSE :Municipalities should be able to exercise controls on'regonal parks that are smilar`to controls in other developments. ISSUE 13 Anderson ..said Ramsey County and New Brighton are the only groups that have had to go to court. Question 2 Anderson said he doesn't think the. Environmental Board would. have made us go through and EIS if an EAW would have been done. RECOMMENDED RESPONSE: Should be done as a matter of course.
