February 6, 1985 Park Board Minutes Page 4 <br />B. Hedlund Land Purchase <br />Gordon Hedlund showed a diagram of the property being discussed <br />for trade or purchase.. The house faces ..7th St. The bank to the <br />creek, is steep. There is a 12 foot alley. Fourteenth Ave. <br />between the house and well is vacated. If he had the other half <br />of the vacated street, he could build. The city could have 'the <br />other, half for Hansen Park. The city is concerned about whether <br />the property would be buildable.. Hedlund said it is a nice <br />piece;. of property. The City appraisal said Hedlund's piece of <br />property was worth $700 and the city's half worth $7,.000. Hedlund <br />had two appraisals on the same property and .they both stated that <br />both ',pieces of property were of equal value. <br />Van H',atten asked Hedlund if he would be willing to grant an <br />easement. Hed~.l~nd said yes, no .problem. <br />Benke said the Council was not unanimous in a decision. The <br />property line on the west is not obvious. Tt appears that the <br />ditch would be the. property line but it is not. The area is <br />probably being used as park because there is no fence. Benke <br />added that the .majority of the Council did not want to dispose <br />of the east parcel of property because of the trees, etc. <br />Qthers said lets wait to see if the lot is buildable. The <br />question is, does it make sense to acquire. the west portion. <br />Hedlund said the lot could be subdivided. <br />Benke .said people would not know where the property line is. <br />.Hedlund said there is alot of activity by the creek.. Kids ,and <br />adults fishing. A walkway along the creek would be nice. It <br />would be a nice addition to the. park. Anew owner may look <br />differently at this and may request a fence. <br />Anderson said he would not put a walkway in there because .they <br />can walk along the top and the creek is often flooded... <br />Hedlund felt this would be good far the City because the City <br />would be gaa.ning a tax ,payer and addition to a park, anal Hedlund <br />gets some business., <br />Rose ,asked if the trees would be affected ~f a house was built? <br />Hedluind said only a few trees. <br />Anderson stated he is not opposed to buying the land but he's <br />not sure it is necessary, It would define the area. Yf we <br />would acquire the land for a small amount, he could see no <br />problem,, but the money has to come from somewhere; we would <br />be looking at a trade off.. Tf we buy the land, we sacrifice <br />something else. Tf we would pay $700 for it there would be <br />no problem, but $7,000, no. The ditch and .the dam are county <br />property and we do not maintain. <br />Van Hatters said perhaps the county would want to buy it. <br />
