cnapt~r ~ Implementation n~o <br />nonce conforming to State of Minnesota guidelines. The <br />City uses the services of the Ramsey Sail and Water Con- <br />servation District in the review of development plans and <br />in the design of erosion control plans. The City will in- <br />vestigare the desirability o£ preparing an official map <br />showing wetland areas necessary to the City's drainage <br />s stem. The City also proposes to adapt a surface use <br />classification system for Long Lake. <br />Air and Noise Pollution <br />Air and noise pollution problems are handled under the <br />City's public nuisance ordinance, zoning code, perfor- <br />mance standards, for commercial and industrial land <br />uses, and through licensing of "offensive trades".which <br />have particular possibilities of creating pollution prob- <br />lems. These ordinances, in canaunction with Minnesota <br />Pollution Control Agency regulations and assistance, <br />give adequate control over potential problems. Enforce- <br />ment of pollution-related ordinances is handled by the <br />City's full-time, professional sanitarian. <br />D. Housing Implementation The steps co be taken to implement .the goals anal policies <br />of the Housing Section of this plan are described in detail at <br />the end of this section. <br />E. Capital Improvement construction of the City's public facilities is programmed <br />plan in a capital improvement plan. The plan covers a five year <br />period and is divided into two parts, a budget foe .projects to <br />be constructed in the coming year and a plan of projects that <br />are expected to be undertaken in the following ears: The <br />lan is revised and approved annually with afull-revision <br />being done every other year.
