June 28, 1985 <br />Page 4 <br />Other Problems Encountered During Phase I Construction: <br />1.) Groundwater Contamination <br />A groundwater contamination problem exists in the New <br />Brighton - Arden Hills area. Two sources of the con- <br />tamination have been identified in the Long Lake area. <br />One is the Twin Cities. Arsenal, about 2 miles from the <br />park, and the other is an asphalt plant about 1/4 mile <br />from the park. <br />The Minnesota PCA is investigatincl the problem and has <br />requested access to the park for itself and responsible <br />parties to install monitoring wells to determine the <br />extent of the problem. These access agreements have <br />been submitted to the County Board for approval. (See <br />County Attorney's report for additional information). <br />Future Development <br />Three changes in the future development of the park will be presented <br />to the County Board as a Master Plan amendment later this summer. The <br />Park Department staff is currently working on this amendment. <br />The changes involve a relocation of the boat launch to be constructed <br />in Phase II, designated a small area of the park as a Historical <br />Preservation Area, and provide a site within the park fora Historic <br />Depot site. <br />PHASE II DEVELOPMENT <br />The special session of the Legislature approved a state bonding bill which <br />included regional park development funds which will provide X1,200,000 for <br />Long Lake. As originally planned, the funds would be available about <br />July 1, 1986. However, Governor Perpich has, indicated a desire to move <br />that date up to September, 1985. <br />Proposed Phase II Construction includes picnic facilities (shelters, <br />tables, restrooms, etc.) trails, boat launch, and landscaping. <br />PHASE III FY '89-90 <br />The Ramsey County Regional Park C.I.P. includes X600,000 for fishing piers, <br />shoreline stabilization, day camp area, trails and reforestation. <br />PHASE IV FY '90-91 <br />The C.I.P. includes 3100,000 for additional fishing piers. <br />r~ <br />
