<br />PROPOSED AMENDMENT OF TWE LONG LAKE REGIONAL PARK MASTER PLAN <br />The following amendments to the Long Lake Regional Park Master P]an (March, 1982) <br />have been prepared and are being proposed by the Ramsey County Parks and <br />Recreation Department. Amendment of the Master Plan has been stimulated by <br />annual staff review and reevaluation of the general development concept and <br />specific action requests originated by citizen and civic groups such as the " <br />Long Lake Improvement Association and New Brighton Area Historical Society. <br />The proposed amendments collectively will enhance the site development concept, <br />increase the scope of apnartunities available to the public, reduce the total <br />cast of development and contribute to the preservation of the historic heritage <br />of the community. <br />Amendment to Section IX DEVELOPMENT DETAILS <br />1. Boat Launch <br />a. Amendment Action: The 1982 Master Plan proposes that the <br />existing public boat launch site be relocated from the south <br />shore of Long Lake to an eight acre area on the east shore of <br />the lake. This "amendment action" proposes that the boat <br />launch facility be retained and developed on the south share <br />`..of the 1 ake. <br />b. Amendment Justification: The proposed amendment will 1) effect. <br />a significant savings or reduction in development costs, <br />2) preserve a large stand of trees which screens lakeshore <br />hor~eowners from a railroad siding, and 3) protect the remaininn <br />foundation remnants of structures associated with the historic <br />Twin City Stockyards. <br />Location of a boat launch facility in the designated area on <br />the east share of .Long Lake would require extensive site grading <br />and tree removal, construction of a quarter mile access road, <br />installation of long underground utility service connections <br />and compromising optimum facility design to ensure preservation <br />of the scattered foundation remnants. The primary factor sup- <br />porting location of the boat launch facility an the each shore <br />was the ability to control access to the boat launch site and <br />other park activity areas by a single entry control structure <br />(gate house).
