The property in question,
including the land currently being used by the City for
a swimming beach, has been deeded to the County. The
joint powers agreement provides that the City shall
continue to conduct a public beach operation at Long
Lake Park; however, it does not give the City any
further rights to the use of the property. Therefore,
in my opinion, it would be necessary to secure the
ccansent and approval of Ramsey County prior to opening
and operating a boat launch facility on the lake.
Very truly yours,

Charles L.
