• Mr. Maurice Anderson
Page 2
Thus, if the City of New Brighton allows lake property owners to
operate boats on Long Lake, then non-property owners should
enjoy those same rights. Currently, an unimproved boat ramp in
the public swimming beach vn the south basin provides access for
boaters during the non-swimming season. Although the present
situation falls short of EPA requirements, the plans by Ramsey
County Parks to build a boat ramp on the south basin will
fulfill the requirements of 40 CFR Part 35.1605-3.
I encourage you to pursue your plans to provide limited boat.
access during the 19$5 swimming season and to pursue Minnesota
Department of Natural Resources (MDNR) funding for a fishing
pier on Long Lake. ~f there is anything that I can do to
support your efforts, please let me know.
I called Don Roberts, Clean Lakes Coordinator, EPA, Region V,
on February 4, 198.5, and reviewed the Long Lake project access
situation. Public access on Long Lake should not become an
issue with EPA as long as your plans and those of Ramsey County,
Parks are carried out. The Long Lake property owners should be
aware that EPA and the MPCA would consider the failure to
provide a boat ramp on Long Lake as a serious downgrading of the
lake's park access. Under the terms of the grant agreement
between EPA and the Rice Creek Watershed District and the
Substate Agreement between the MPCA and the Rice Creek Watershed
District, a downgrading of the public access an Long Lake would
constitute failure to comply with the terms and conditions of
the grant agreement and could result in suspension (40 CFR Part
30.915), termination (40 CFR Part 30.920) or annulment (40 CFR
Part 30.920-5) of the grant.
if you have any questions, feel free to contact me at
(612) 296-7223.
,Sincerely,.
~~ «
Patrick J« Mulloy
Program Manager, Clean Lake Program
Grants Section
Division of water Quality
PJM:cc
cc: Donald Roberts, Clean Lakes Coordinator, U. S.
Environmental Protection Agency, Region V
Duane Shadeen, Regional Fisheries Supervisor, Minnesota
Department of Natural Resources
Larry Holmberg, Director, Ramsey County Parks
E.A. Petrangelo, President, Rice Creek Watershed District
