November 5, 1986 Park Board Minutes Page 2 <br />C. Letter from Mr. & Mrs. Thomas Kallio <br />Anderson said no action is required. The letter was <br />put in for information only. It is only one side of <br />the story but we seem to hear more negative comments <br />about the Football Assn. than we do other athletic <br />associations. <br />Olson said that football is a hard one to operate <br />because of the age and weight requirements. <br />Van Hatten asked if the rule of equal play could be <br />enforced. <br />Anderson said, not by us, the football association <br />would have to handle it. <br />V. New Business <br />A. Joint Powers Agreement/Ramsey County <br />Anderson said the Ramsey County Board has been talking <br />about increasing the Board from 7 to 9. New Brighton <br />would have to concur. New Brighton would have 4; <br />Ramsey County 5. There was also a requirement that <br />one person would be drawn from outside Ramsey County. <br />There has been no success in finding someone from out- <br />side so the appointment was filled with a Ramsey County <br />resident. <br />Carlson said he doesn't see anything different <br />happening with two new members. It was hard to get a <br />quorum previously but don't think this will change it. <br />Van Hatten asked if the wording could be stated that <br />preference would be given to an outside resident. <br />Olson asked how people are solicited for these <br />positions. <br />Anderson said through the local papers. <br />MOTION BY OLSON, SECONDED BY CARLSON, TO DELETE THE <br />REQUIREMENT THAT ONE COMMITTEE MEMBER BE FROM OUT- <br />SIDE THE COUNTY. MOTION CARRIED. <br />MOTION BY OLSON, SECONDED BY SEWARD, TO INCREASE <br />THE COMMITTEE SIZE FROM 7 TO 9. MOTION CARRIED. <br />
