Ramsey County Trail Easements <br />Anderson said the railroad has the only high land <br />between the east shore of Long Lake and the tracks <br />Ramsey County is going through the process of <br />obtaining easements and is requesting that these <br />easements be approved by New Brighton. It is in <br />accordance with the master plan. <br />Van Hatten asked if the easements are hard to get. <br />Anderson said they have been working on it for about <br />two years. <br />Van Hatten asked if it crosses the pipeline. <br />Anderson said yes. <br />Rose asked if the County has the liability in case of <br />an accident. <br />Anderson said yes. They get to use the property and <br />then become responsible for it. <br />MOTION BY BLOMQUIST, SECONDED BY OLSON, TO RECOMMEND <br />COUNCIL APPROVAL OF THE EASEMENTS. MOTION CARRIED. <br />C. Park Closing Hours/Curfew <br />Anderson said we currently have an 11:OOpm curfew <br />for all New Brighton parks.(This does not include <br />Long Lake Regional Park). The Council thought perhaps <br />an earlier curfew may help diminish vandalism. <br />Anderson said he did a survey of about 10 communities <br />and all have varying times. <br />Anderson said he talked to Police Chief John Kelley <br />and he did not feel that changing the closing time <br />would show significant reduction in vandalism. <br />Anderson said Hansen Park has all its lights on a <br />master timer that turns off at 11:OOpm. <br />Anderson said the worst vandalism is on the shelter <br />building roofs. Kids are stripping the shingles off. <br />Both Hansen and Driftwood have been stripped twice <br />this summer. <br />
