Mattson, Director <br />Maintenance and Operations <br />October- 20, 1986 Larry E.liolmberg,supenrisor <br />Planning and Development <br />Mr. Henry Sinda <br />City Manager <br />City of New Brighton <br />803 5th Avenue N.W. <br />.New Brighton, Minnesota 55112 <br />Re: Local Approval of Trail Easement Acquisition, Long Lake. <br />Regional Park, New Brighton, Minnesota <br />Dear Mr. Sinda: <br />I am writing to request New Brighton City Council's approval of the <br />acquisition of pet~rrti~nent tr~alway easements by the County of ~tamsey. <br />Pursuant to Minnest~ta Statutes, Section 388A.07 Subdivision 1, Ramsey <br />County may not acquire a right, title or interest in or to real <br />property for open space purposes without -the prior approval of the. <br />governing body of the municipality in .which the property is located. <br />In the subject case, the proposed permanent easements are for park <br />development purposes (multi-use trailway) and will constitute a <br />right to use real property. Said easements include two (2) parcels <br />totaling approximately one acre which are part of the Minnesota <br />Transfer Railway Company's mainline right-of-way paralleling the <br />east shore of Long Lake. The easements will provide needed alignment <br />for the construction of a trail corridor (hiking, biking, cross- <br />country skiing). from the south end of Long Lake to the main body of <br />the regional park on the east side of Long Lake. <br />Parcel'A'(.53 acres m.o.l.) is needed to provide.. <br />an alignment that will avoid historic building <br />foundations, minimize grading requirements and <br />preserve a dense stand of large cottonwoods. <br />Parcel 'B' (.43 acres m.o.l.) is needed to connect <br />park land separated by lake surface and provide an <br />alignment that is a safe distance from the shoreline <br />and on stable soil. <br />• <br /> <br />
