MEAD'S APPROVAL: N/A MANAGER'S REVIEW/RECOMMENDATION: No comments to supplement this report Comments below/attached EXPLANATION/SUMMARY (attach supplemental sheets as necessaryp The Park Hoard, staff and planning consultant .have completed their work and have a recommended plan for Council consideration (attached L-6). This plan is the result of meetings with residents, council's direction, input from St. John's and the best efforts of staff and Damon Farber and Associates. We have attempted to strike a balance among various user groups and still provide a park that is aestheticly. pleasing, functional and relatively easy to maintain.. The park .planning has been complicated by the 3rd Ave. debate, City Hall .parking considerations, uncertain plans for downtown development, conflicting signals from St. John's and from area residents. We believe that the plan we are presenting strikes a reasonable balance among all competing interests. Given the restricted area we had to work with, options were somewhat limited, however, the park is designed to fulfill the functions of a neighborhood park and to relate to potential downtown development. (Continued) i Recommendations To vacate 3rd,Ave. NW between 8th and 9th Streets. To authorize. staff to execute an agreement with .Damon Farber and Associates for additional park planning services in the amount of $6,000. To authorize a 1986 budget adjustment of $25,000 to accomplish stormwater retention portion of the project. To authorize staff preparation of plans and specifications for Veterans Park in accordance with the .approved concept plan.
