-2- - <br />Development Issues <br />• The ball diamond is located in the southeast corner of the park. <br />St. John's Church has requested a change in location of the diamond <br />{letter attached). It is our opinion that the recommended configura- <br />tion allows us to have a ball field without excessive negative impact <br />on the rest of the parks If the ball field was located with the <br />backstop n®ar the city half. parking lot, it becomes very difficult <br />to site the pond and free skating area. The ball field shown on <br />the plan has a 255' outfield distance, the. present field is 265'. <br />If the council vacates or removes 3rd Ave, the ball field will be <br />extended and buffering. would occur between the field and each of <br />the parking lots. <br />The concert grove is designed to serve as a site for concerts/per- <br />formances and also as an informal picnic area, it does not have <br />the acoustical benefits of a band shell but is much more versatile <br />and much cheaper to construct. 'fhe aot~cert grave could also be used <br />for small scale civic celebrations such as Memorial Day observances.- <br />.. The primary entrance to the park is off 5th Ave. NW and is informal. <br />in design with a park sign, relocated Veterans memorial and a small <br />plaza area.,. There are five secondary entrances-shown on the plan. <br />The pond is designed to retain about 2.5 feet of water, during <br />storms water would overflow the banks and flood the adjacent 50-100 <br />foot area around the pond. The overflow ponding area would be used: <br />as a free skating area in the winter giving skaters an opportunity. <br />• to skate. around the entixe pond. This would undoubtedly become the <br />premier skating faclty in the city. <br />The shelter building is located on a portion of the park where soils <br />should be acceptable. Present plans envision a less elaborate structure <br />that. we have in the rest of the systm however, the building. would be <br />heated and have bathroom facilities. A cost range of $.25,000 -.$50,000 <br />is anticipated. The building is located so as to provide direct access <br />to the skating area. <br />The play equipment area is divided into two separate units; one unit <br />for children 3-6 years and one for 6 years and up. Standard, <br />commercially designed wood structures would be used. <br />The pathway system is a 7 foot wide bituminous surface path intended <br />to be used for bikers and hikers. <br />Funding for 1986 development is set at $50,000, TIF sources, funding <br />for 1987 and 1988 is being proposed in the 1987-91 CIP at $30,000 and <br />$70,000 respectively. Funding sources have not yet been identified. <br />The planner has identified development costs of $208,000 for the project, <br />the CIP proposes city expenditures of $175,000. I am proposing that <br />funding for the $33,000 short fall be requested from St. John's School <br />and the New Brighton Eagles Club. Both have previously been approached. <br />on this matter and. neither has said no=, yet. <br />• <br />
