r CONCEPT PLAN FORMULATION This report is an integral component of a more extensive study being .conducted on the Old Highway 8 Corridor in the City of New Brighton, ' Minnesota. The specific subject of-this report is the Highway 8 Corridor Concept Plan (C.C. Plan). The entire study will focus on several aspects of the Old Highway 8 Corridor, principally, existing land uses, transportation components, undeveloped and underdeveloped land parcels. New Brighton's objective in this study has been to inventory, analyze and document various site development potential and to'encourage and aggressively proceed toward "full and productive" use of these proper- ' ties. This has involved the preparation of-plans and exhibits which .will provide prospective developers and others concerned with urban redevelopment, development and revitalization with the opportunity to inspect and assess the development potentials available in the City of New Brighton. The final document is intended- to provide a comprehensive corridor ' plan and details concerning individual site development and redevelop- ment potentials. The final document will additionally encourage developer participation by "fast-track" review, concise "up-front" guidelines and City expectations regarding prospective site develop- ' menu. This advantage--will assist the City in its review and deliberation on prospective development proposals as well. ~ Paramount-to the preparation of detailed studies for individual sites within the corridor is the development of an overall-and comprehensive ' C. C. Plana (For purposes of clarification, the study area included in the C.C. Plan is generally land west of I-35W extending approxi- mately one block west of Highway 8 and from C. R. D to one mile north of 96th Avenue North. ) ' Preparations prior to formulating a C. C. Plan included the following work tasks:
