D. SURVEY RESPONSE AND ANALYSIS <br />Of the 8,000 surveys mailed, 611, or approximately 8$, were <br />returned. Homeowners were over-represented as compared to <br />renters.. Apartment units represent 31~, or about 2,500, of <br />the 8,000 residences in the City. The survey response rate <br />showed that 90.8 were owners while only 9.2$ were renters. <br />The lower response rate for. renters is to be expected, both <br />because access is more difficult through the mail (newslet- <br />tees are delivered in bulk) and because the interest in a <br />survey regarding the city services would be lower in any <br />population which is most likely to be new to the city or is <br />likely to relocate. E'inally, it is not known to what extent <br />the survey respondents are representative of the City of New <br />Brighton's population. <br />One important difference in this survey, as compared to the. <br />1982 survey, is that it incorporated more demographic infor- <br />mation. Respondents were asked to identify the neighborhoo d <br />in which they live by using the attached city map of the <br />planning districts, thus allowing for further analysis of <br />services by neighborhood. This is particularly important <br />since the city has purchased a micro computer software <br />product entitled "Stat Pac." This software is comparable to <br />the mainframe computer program known as "Statistical Packag e <br />for Social Sciences" (SPSS) used by universities and col- <br />leges. The city has the capability to go back anal ask addi- <br />tional questions of the data and do further analysis at a <br />later date since the data is accessible to staff on floppy <br />disc. <br />II. FLNDINGS <br />Following are some of the highlights of the survey results: <br />* Over half the respondents (56.5%) lived in New Brighton for <br />.over ten years and 42.8% of the respondents were between <br />35-50 years of age. Households of four or less occupants <br />represented 89.9% of the respondents. The majority of re- <br />spondents lived in houses (82.3%), as compared to condomin- <br />iums/townhouses (9.5%), apartments/duplexes (5.1%), and <br />mobile homes (3.1$). Questions 1, 3, 4, and 8. <br />* 70.4% of the respondents were not hooked up to Group. W <br />cable television; of those who were hooked up, 51~ watched <br />1-2 hours per day and 40% watched 3-4 hours per day. Ques- <br />tion 9. <br />* The New Brighton Bulletin was by far the most utilized <br />(91.0%) news source to get information about the city acti- <br />vities, while 72.2% used the New Brighton Focus and 68..5% <br />the City Hall Newsletter. Cable television was the least <br />used with 4.8%. Question 10. <br />* Generally, all services received ratings of "Excellent" or <br />"Good" by at least 50°s of the respondents.
