MEMORANDUM <br />DATE: October 27, 1987 <br />TO: Maurie Anderson, Parks Director <br />FROM: Brenda Krueger, Community Development Specialist <br />SUBJ: Trunk Highway 96 Task Force <br />I am representing New Brighton on a task force planning for the long range <br />design of Trunk Highway 96. The task force, spearheaded by the City of <br />Shoreview, is made up of members representing the communities adjacent to <br />Trunk Highway 96 (New Brighton, Arden Hills, Shoreview, North Oaks, Vadnais <br />Heights, White Bear Lake, and White Bear Lake Township) . The Minnesota <br />Department of Transportation (Mn/DOT) is providing technical assistance to the <br />task force. <br />In addition to discussing the actual roadway design the task force is planning- <br />for the boulevard areas including sidewalks , bike paths and landscaping . I am <br />requesting that the Park Board review the attached information complied so far <br />and comment especially on the boulevard areas of New Brighton's portion of <br />Trunk Highway 96. <br />Please note an attached resolution from the Ramsey County Board of . <br />Commissioners supporting a separated. bike/pedestrian path for the entire <br />length of Trunk. Highway 96. The attached drawing for New Brighton, prepared <br />by myself,. shows a bike path as part of the roadway. However, a .separated <br />bike path consistent with the desires of Ramsey County, Arden Hills and <br />Shoreview would probably be more appropriate. <br />As background information Mn/DOT classifies Highway 96 as a minor arterial <br />route; a route which provides access and mobility. to centers of ,activity, <br />carries a relatively high traffic volume in comparison to local roads , and <br />serves both "through" and "intra-area" trips . Most of the communities along <br />Highway 96 are experiencing growth and more intense. development along the <br />highway. The result has,. been increased traffic volumes and turning movement <br />problems . <br />That portion of Highway 96 which most directly affects New Brighton is the <br />Highway 96/Old Highway 8 intersection, the Highway 96/I-35W interchange and to <br />a .lesser extent the Highway 96/Highway 10 intersection. The .Highway 96 bridge <br />of I-35W is three lanes; .one lane eastbound and two lanes westbound. The <br />bridge is deteriorating . The roadway portion of the bridge is .scheduled for <br />an overlay of asphalt in 1990. Because of the deteriorating condition of the <br />bridge, other .types of bridge repair could also be done in 1990. There are <br />presently no semaphores, sidewalks or bike paths along this segment. of Trunk <br />Highway 96. <br />
