March 2, 1994 New Brighton Pazk Board Minutes
Fulton asked what would be the best way to facilitate the family
Service Center; that's where all this was initiated.
Fulton commented that in Wisc. the Maintenance for the Rec Dept.
was under Public Works.
Olson commented that the Park Boazd doesn't deal with maintenance.
Deal more with planning pazks and with replacement equipment.
Fulton asked if there aze conflicts with program planning and park
development?
Carlson commented that when we talked about Innsbruck, one group
wanted tennis courts, one didn't. We look at what the area is like. We
look at the neighborhood and what kind of use this pazk will have.
That's why we didn't take a strong .stand for the tennis court; we had
other courts in the area. We wanted to see what the need was in the
yeazs to come. It appears the Council took the exact opposite position
as the Park Board. What is different about your thinking than ours? If
there aze two different groups involved in making these decisions, this
will happen a lot.
Olson said that she's been on the board 14 or 15 yeazs and this is the
first time she can recall a Pazk Board recommendation being over
turned.
Kinzie commented that having two boards making decisions would put
Maurie in a hazd spot.
Williams said the discussion that took place was very short and it was
not thoroughly discussed.
Anderson gave an example of a time when the Park Boazd helped in a
program decision regazding a beauty pageant. We decided not to do it.
The Pazk Board does not approve our programs but we use the Park
Board occasionally for advice. Recreation staff usually comes in once a
yeaz for discussion of programs and programming trends.
Kinzie said they recently had Little Lakes Little League in and the Park
Board was asked to help in a decision. Been on the Park Boazd for two
years. It is an education. It builds on itself. Pazks are not for a small
group but for the community at lazge.
Fulton asked why they were on the Pazk Boazd.
Olson said it is exciting to plan a park from beginning to end and to see
it in use. She visits each park about once a yeaz. She watches for the
brochure to see what is going on. There aze special things about New
Brighton.
Fulton asked if they would like an industrial development education.
