Park Board Meeting -January 5, 1994 <br />The Pazk Board held an extensive dialogue regazding the proposed municipal pazk to be located with <br />the Innsbruck Fifth Addition subdivision. City Manager Fulton summarized, for the Pazk Boazd's <br />benefit, the issues and discussion that took place at the City Council meeting held on December <br />14th. Furthermore, he discussed some recent engineering work which reviewed existing elevations <br />in the pazk area relative to those approved as part of the overall grading plan. He noted that while <br />overall elevations corresponded pretty well to the approved grading plan, the pond area, due to <br />grading and some erosion, had shifted several feet to the south and came close to encroaching on <br />private property boundaries. He further indicated that the other issues focused on at the council <br />meeting included a discussion of the specifics regazding the trail width and material to be <br />constructed within the park, the timing and need for the installation of tennis courts, the screening <br />of the trail off Black Oak Drive, and overall forestation intent for the park. <br />The Pazk Board opened the discussion up to the 13 residents that were in attendance and proceeded <br />to have a lengthy discussion regarding various pazk amenity concerns. (Note: Bev, please insert <br />names of individuals discussing specific issues) Following the discussion, the Park Boazd indicated <br />an interest in keeping the residents informed as to the progress and actions taken by the Pazk Boazd, <br />municipal staff, and ultimately, city council. <br />City Manager Fulton indicated that the Park Board recommendations would be incorporated into <br />material to be submitted to the City Council for their consideration on January 25th and that all <br />residents aze invited to attend that meeting. He further indicated that he would send a staff <br />memorandum to the azea residents prior to the meeting, and arrange for an informational meeting, if <br />necessary, to further discuss issues in more detail on a more informal basis. <br />At that point, all residents left and the Pazk Board proceeded to discuss the matter in further detail. <br />Following such discussion, and having thoroughly discussed the issues of concern that were raised, <br />the Park itemized each feature and put forth a recommendation which was encapsulated in the <br />following motion: <br />MOTION by Knuth, seconded by Trevereau, to recommend to the City Council that the <br />Innsbruck Park Fifth Addition pazk azea be approved as eazlier recommended by the Pazk <br />Boazd at its October 6th, 1993 meeting, with the following changes, clarifications, and points <br />of emphasis: <br />1. The reforestation of Innsbruck Pazk should be an emphasis throughout the duration of <br />the municipal pazk development. The reforestation effort should include the continual <br />contact between City Forester Wriskey and azea residents to develop a reforestation <br />plan compatible with the area and satisfactory to the property owners. <br />2. Northern access point onto Black Oak Drive -- Forester Wriskey needs to place <br />strong emphasis on reforestation of this area to ensure the development of an adequate <br />barrier between the proposed trail and the immediately adjacent property to the north. <br />This trail should be constructed at a width of six feet, extending from Black Oak <br />Drive to where the trail intersects with the east/west trail, subject to the City Manager <br />reviewing any liability exposure for such narrower pathway. <br />
