<br /> <br />With these statements and assumptions made within this <br />appraisal it is hard for me to understand how this fits with <br />the statement of "Purpose of Appraisal". The appraiser <br />defines Market Value as "... the buyer and seller each acting <br />prudently and knowledgeably, and assuming the price is not <br />affected by undue stimulus." Based on this appraisal it would <br />appear to me that the assumptions are that a buyer purchase <br />the property without full knowledge, and that the value is <br />based on the stimulus of the City of New Brighton making <br />changes in an existing PRD. The city has told the appraiser <br />that these conditions do exist, and no request for change of <br />the PRD has been made. <br />Showing these conditions I feel that the appraisal made on <br />the subject. property has no value. <br />I am still interested in combining the subject property with <br />my property to the east. I would not want to add any units to <br />the PRD. I have talked with Morrie. Anderson, and he sees no <br />benefit of this land to the existing park.
