Based on the input of the citizens, <br />the City Council directed staff to review the ident~ed issues, and to return with a staff recommendation <br />at the Council's April 12th regular meeting after discussing the issues with the Pazk Boazd. As a Ramsey <br />County pazk project, it is appropriate that you assume the lead responsibility for addressing these issues <br />and responding to the identified concerns. <br />It should also be understood that the City of New Brighton continues to be interested and enthused about <br />the development of this connecting trail. It is my opinion, at this point, the County needs to respond to <br />the identified concerns so that the project can move forwazd expeditiously. <br />The issues that came up include the following: <br />1. Concern was expressed regarding how the crossing point at Silver Lake Road will be <br />posted for pedestrian safety. What safety precautions will be taken for alerting any <br />oncoming traffic. <br />2. When the project was initially proposed, three options were considered. Why was the <br />railroad right-0f--way selected as opposed to alternative road right-of--way areas? Along this <br />line of thought, several issues need to be reviewed and discussed; these include: <br />a. Road traffic counts <br />b. Daily traffic levels of trains traveling currently on the roadroad. We need to <br />identify what the currently known future of rail traffic will be along that stretch of <br />rail <br />c.
