°Little Lakes Little League-Fields Committee
February 3, 1994
TO: New Brighton Parks and Recreation Department.
FROM: Little Lakes Little League, Fields and Scheduling Committee ,~
David A. Bernlohr, Fields Director.
RE: A proposal for fields development in New Brighton.
The purpose of Little Lakes Little League (CELL) is to implant firmly in the children of the community the ideals
of good sportsmanship, honesty, loyalty, courage and respect for authority, so that they may be well adjusted,
stronger and happier children and will grow to be good, decent, healthy and trustworthy adult citizens. Adult
volunteers will put the interests of children first, allowing. young people to learn valuable positive lessons.
"Striving to win" shall be the goal of competition and more important, than the winning itself. LLLL will keep this
in perspective in order to foster "fun" in the pursuit of victory.
To achieve their objectives, LLLL will provide a supervised program under the rules and regulations of Little
League Baseball, Incorporated. In accordance with 28 U.S.C. 501 (c) (3), Little Lakes Little League will operate
exclusively as a nonprofit educational organization providing a supervised program of competitive baseball games.
Pursuant. to these goals, the Board of Directors shall appoint a Fields and Scheduling Committee consisting of the
fields director and members of the LLLL Board. The committee shall secure, improve, develop and schedule all
field usage in the LLLL system area. The LLLL Fields and Scheduling Committee shall work in cooperation with
the various cities and school districts in the system area in all matters relating to fields.
The objectives of the Fields and Scheduling Committee include;
• Assess all fields in the LLLL system for safety issues. Work with the cities and/or school district on fields
where safety is an issue.
Met with every Parks and Recreation Department in the LLLL system. Provide statistical information from the
previous year and provide preliminary fields request for the upcoming year.
• Survey all fields in the LLLL system for fields development/improvement. Present to the Parks and
Recreation departments proposals for fields development such that a cooperative process is initiated leading to
the improvement in the quality of fields that children in Little League Baseball use.
Little Lakes Little League currently provides summertime baseball for over 1400 boys and girls ages 7-12. In the
course of the baseball season, over 2000 games will be played by 104 teams on 21 different fields in 6 cities in the
northern metro area. This generates a complex system of fields scheduling and organization for the League and a
similarly difficult scheduling problem for the parents of Little Leaguers. A goal of LLLL is to simplify the system
by reducing the number of fields that are in the system while keeping the number of games relatively constant.
This implies a desire of LLLL to identify certain key fields in each of the cities in the system in hopes of
designating them for primary, but not necessarily exclusive, LLLL play. LLLL Fields and Scheduling Committee
will work with the cities to develop fields, upgrading their quality thereby adding to the baseball experience for the
children and at the same time increasing the quality of fields in the city.
