Park Development Plans Innsbruck 2nd & 5th Additions Page 3 * Concern was expressed over the "rape of Pecks woods" "Pecks Woods" was faz from a pristine wilderness, oak wilt was rampant in the area, the area was abused for years by all terrain vehicles (ATV's) and dirt bikes, teen drinking parties and litterers. Finally, most of the trees were removed to build homes buy private developers, not for any public purpose. * Concerns were raised about trail width Most area residents would like to see trails of less than 8 feet in width. However, trails less than 8 feet in width are not considered safe (see attached letter from Berkley Risk Services). The trail coming in from Black Oak Drive was proposed fora 6 foot width only because the access is only 10 feet in width. Staff is continuing to meet with area residents concerning park development close to their property and will continue to do so during the development process. Several minor changes have been agreed to by residents and- staff. Plantings along the Black Oak Drive access will be a staggered double row of Black Hills Spruce rather than the Arborvitae originally proposed. The row of evergreens will extend further east than shown on the plan and a retaining wall will be built on the east side of the path. There will be more plantings on the berm than is shown on the plan. In summary, after four public meetings on this subject. and dozens of phone and on-side visits with residents, staff and Pazk Board feel that the proposed plan reflects good pazk planning practices and will serve the City and neighborhood well. The plan, as proposed, attempts to balance the needs of the neighborhood including residents who have not yet built in the azea, with the privacy needs of nearby residents. The plan also is consistent with the rest of the City pazk system and adds a youth soccer field to the system, which is greatly needed.. Pazk Board and staff are satisfied that the proposed park will well serve the community and the neighborhood and that adverse impacts will be minimal. It is unlikely that a plan could be devised that would satisfy everyone. However, every feature of this park is included in several other New Brighton pazks and adjacent neighbors are experiencing few or no problems with them. The Park Board and staff have brainstormed names for the park but do not have a recommendation yet. Most suggested names include a reference to Innsbruck or Pecks Woods.
