Park Development Plans Innsbruck Znd & 5th Additions Page 2 <br />The pazk as planned would contain a youth soccer field, which will also serve as a site for informal <br />play activities. The park will contain two ponding areas for stormwater retention; the larger pond <br />will be a wet pond with water in it yeaz round, the smaller azea is designed to hold waxer only for a <br />few hours after a rainstorm. A twenty car parking lot is envisioned and a linear trail system <br />consisting primarily of 8' wide asphalt. The trail coming in from Black Oak Drive to the gazebo has <br />been recommended to be a 6 foot wide asphalt trail. The Park Boazd's recommendation regarding <br />the trail's width at this location was fora 6 foot wide asphalt trail, subject to the City Manager's <br />review of liability exposure issues. As his attached memorandum, the liability exposure created by <br />the installation of a trail narrower than 8 feet does create an increased liability exposure and <br />therefore, justifies the development of an 8 foot trail instead of a 6 foot trail. This section of the <br />trail is nazrow because the access from Black Oak Drive is only 10' in width and some area must be <br />reserved for buffering plantings. Playground equipment and a hazd court basketball area are <br />included as is a small gazebo for family or neighborhood gatherings. One tennis court is shown on <br />the plan but the Park Boazd and staff rank it as the lowest priority within the plan. An extensive <br />tree planting program is planned to begin in early 1994, some of the trees will be planted under as <br />$8,000 small business administration grant. The park CIP shows three yeazs of funding for <br />development of the park, 1994 $35,000, 1995 $50,000 and 1996 $25,000. This should be adequate <br />to fund the planned facilities. Trails, turf and trees aze scheduled for 1994. Playground equipment, <br />basketball and pazking lot for 1995 and the gazebo, benches, picnic tables, etc. scheduled for 1996. <br />The tennis courts are currently not funded. <br />Concerns raised by the neighborhood include: <br />* The pond is not located correctly on the map <br />The pond is actually located about two feet further south than shown on the <br />map, the west end of the pond is more shallow than originally planned and the <br />storm sewer inlet is lower than the approved plan and lower than the outlet <br />pipe. Staff will work with the developer to correct these problems. Pond <br />depth is approximately 5 feet with about 4 to 1 slope on the banks. <br />* Trails are not needed and are too close to people's homes <br />The configuration of the park was proposed by the developer with the apparent <br />intention of giving the maximum number of homes, park frontage. The down <br />side of this is that residents often assume that development of any kind neaz <br />their home will adversely affect their property. This razely proves to be true. <br />The trails will be primarily used by area residents for exercise-and pazk <br />access. The presence of tails tends to keep park users off of private property <br />because the trails clearly show the intended use pattern. <br />* Tennis courts should/should not be built <br />There is no consensus among residents on this issue. Pazk Board and staff do <br />not see them as a high priority in this pazk, at this time, but believe the tennis <br />courts should remain on the master plan. <br />
