,_ , CITY OF NEW BRIGHTON
Agenda Section:
Report N~ber:
REQUEST FOR COUNCIL CONSIDERATION
Report Date: L19/9~4
ITEM DESCRIPTION: PARK DEVELOPMENT PLAN/INNSBRUCK ZND AND 5TH ADDITIONS
DEPT. HEAD'S APPROVAL: N/A
MANAGER'S REVIEW/RECOMMENDATION:
No comments to supplement this rgwrt Comments below/attached
EXPLANATION/SUMMARY (attach supplemental sheets as necessary):
The City has an approximately 5 acre undeveloped parcel of land located in the Innsbruck 2nd and 5th
additions. The City owned about 2.5 acres previously and the remainder of the land was acquired through
the City's pazk dedication ordinance. The configuration of the park was recommended by Harstad
Companies, the developer, and approved by the Park Board, Planning Commission and the City Council.
The configuration of the pazk with its linear nature brings many of the homes in the development into direct
contact with the park. This contact can be either a benefit or detriment depending on the perspective of
residents. However, each of the residents were awaze of the park boundaries when they purchased their
properties.
The size, character and location of this pazk dictate its designation as a neighborhood park rather than a
community park like Hansen Park or asemi-natural area such as Creekview Park. Neighborhood pazks in
New Brighton typically range from 2.5 to 9 acres in size and contain an athletic area, play equipment, trails,
a shelter or gazebo and a hazdcourt area for basketball and/or tennis.
Staff has had an extensive number of contacts over the past year with area residents, in most cases those
residents were concerned that development of the park would adversely effect the value and useability of
their property. The Pazk Board met three times with residents, in September and October of 1993 and
January, 1994 (see attached minutes). In general, residents that border the park opposed development of
park facilities near their property, but other residents felt very strongly that there should be typical
neighborhood pazk facilities and access from all sides of the park, The attached plan has been approved by
the Park Board and staff recommends approval.
Continued.....
Recommendation:
To approve the proposed plan for the pazk in the Innsbruck azea and to direct staff to continue to meet with
azea residents on construction details.
r~
Maurice H.
