Pazk Development Plans Innsbruck 2nd & 5th Additions Page 2 <br />The park as planned would contain a youth soccer field, which will also serve as a site for informal <br />play activities. The pazk will contain two ponding areas for stormwater retention; the larger pond <br />will be a wet pond with water in it year round, the smaller area is designed to hold water only for a <br />few hours after a rainstorm. A twenty car parking lot is envisioned and a lineaz trail system <br />consisting primarily of 8' wide asphalt. The trail coming in from Black Oak Drive to the gazebo is <br />to be a 5' wide asphalt trail. This section of the trail is narrow because the access from Black Oak <br />Drive is only 10' in width and some azea must be reserved for buffering plantings. Playground <br />equipment and a hazd court basketball area aze included as is a small gazebo for family or <br />neighborhood gatherings. One tennis court is shown on the plan but the Pazk Board and staff rank it <br />as the lowest priority within the plan. An extensive tree planting program is planned to begin in <br />early 1994, some of the trees will be planted under an $8,000 small business administration grant. <br />The pazk CIP shows three yeazs of funding for development of the pazk, 1994 $35,000, 1995 <br />$50,000 and 1996 $25,000. This should be adequate to fund the planned facilities. Trails, turf and <br />trees aze scheduled for 1995. Playground equipment, basketball and parking lot for 1995 and the <br />gazebo, benches, picnic tables, etc. scheduled for 1996. The tennis courts are currently not funded. <br />Concerns raised by the neighborhood include: <br />* The pond is not located correctly on the map <br />The pond is actually located about two feet further south than shown on the <br />map, the west end of the pond is more shallow than originally planned and the <br />storm sewer inlet is lower than the approved plan. Staff is attempting to work <br />with the developer to correct these problems. Pond depth is approximately S <br />feet with about 4 to 1 slope on the banks. <br />Trails are not needed and are too close to people's homes <br />The configuration of the pazk was proposed by the developer with the appazent <br />intention of giving the maximum number of homes, park frontage. The down <br />side of this.is that residents often assume that development of any kind near <br />their home will adversely affect their property. This rarely proves to be true. <br />The trails will be primarily used by azea residents for exercise and pazk <br />access. The presence of tails tends to keep pazk users off of private property <br />because the trails clearly show the intended use pattern. <br />* Tennis courts should/should not be built <br />There is no consensus among residents on this issue. Pazk Boazd and staff do <br />not see them as a high priority in this pazk, at this time. <br />* Concern was expressed over the "rape of Pecks woods" <br />"Pecks Woods" was faz from a pristine wilderness, oak wilt was rampant in <br />the area, the azea was abused for years by all terrain vehicles (ATV's) and dirt <br />bikes, teen drinking parties and litterers. Finally, most of the trees were <br />removed to build homes, not for any public purpose. <br />* Concerns were raised about trail width <br />Most azea residents would like to see trails of less than 8 feet in width. <br />However, trails less than 8 feet in width are not considered safe (see attached <br />letter). The trail coming in from Black Oak Drive is proposed fora 6 foot <br />width only because the access is only 10 feet in width. <br />
