March 3, 1993 Park Boazd Minutes 4 D. Rice Creek Bike Trail Anderson handed out a memo he wrote to Ramsey County regarding the Rice Creek Trail. Some residents are opposed to this trail and are trying to have the issue reopened. Unless the residents can persuade the County or City to reopen the issue, it will go through. E. Family Center Anderson said that back in October or November the City did some visioning and a survey. There was a lot of interest expressed for a community center. The Council suggested that staff check it out again. There have been changes in the economy, there is no war going on, Moore Lake Racquet Club is mostly an adult facility and Shoreview Community Center has opened and going beyond their expectations with meeting budgets. Harstad donated the property we would have had to purchase, and. the City would have to put 5300,000 in the Park & Rec. building if they stay here because of ADA. The School District has about 5800,000-$1,000,000 budgeted for Early Childhood. It could be in New Brighton or they could go elsewhere. The School District would like to share a facility with us. Headstart at Pike Lake is growing but they want to stay in New Brighton. Northwest Youth and Family Services is now at Rush Lake Business Center. They are looking for a bigger space. Ramsey County needs space for providing social services. Two other physical therapists would be interested in renting out of the facility. Chaska has done this. We could put up an 58 million building with others who have a vested interest in it. The Family Center would not include a Senior Citizen portion. This would save about 5300,000 to 51 million. It would also save in operating costs. Anderson stated he is meeting Monday with a bond consultant - we need to act quickly. It may happen in May or June. Trevorrow asked if it would include a swimming pool. Anderson said yes it could. An indoor playground facility is also being considered. When Community Centers were polled they commented they would put in an indoor playground. Kalina said -Let's do it! If you've seen Shoreview's you have to want it.
