March 3, 1993 Park Boazd Minutes 4 <br />D. Rice Creek Bike Trail <br />Anderson handed out a memo he wrote to Ramsey County regarding <br />the Rice Creek Trail. <br />Some residents are opposed to this trail and are trying to have the <br />issue reopened. Unless the residents can persuade the County or City <br />to reopen the issue, it will go through. <br />E. Family Center <br />Anderson said that back in October or November the City did some <br />visioning and a survey. There was a lot of interest expressed for a <br />community center. The Council suggested that staff check it out <br />again. <br />There have been changes in the economy, there is no war going on, <br />Moore Lake Racquet Club is mostly an adult facility and Shoreview <br />Community Center has opened and going beyond their expectations <br />with meeting budgets. Harstad donated the property we would have <br />had to purchase, and. the City would have to put 5300,000 in the Park <br />& Rec. building if they stay here because of ADA. <br />The School District has about 5800,000-$1,000,000 budgeted for <br />Early Childhood. It could be in New Brighton or they could go <br />elsewhere. The School District would like to share a facility with us. <br />Headstart at Pike Lake is growing but they want to stay in New <br />Brighton. Northwest Youth and Family Services is now at Rush Lake <br />Business Center. They are looking for a bigger space. Ramsey County <br />needs space for providing social services. Two other physical <br />therapists would be interested in renting out of the facility. Chaska <br />has done this. We could put up an 58 million building with others who <br />have a vested interest in it. <br />The Family Center would not include a Senior Citizen portion. This <br />would save about 5300,000 to 51 million. It would also save in <br />operating costs. <br />Anderson stated he is meeting Monday with a bond consultant - we <br />need to act quickly. It may happen in May or June. <br />Trevorrow asked if it would include a swimming pool. <br />Anderson said yes it could. An indoor playground facility is also being <br />considered. When Community Centers were polled they commented <br />they would put in an indoor playground. <br />Kalina said -Let's do it! If you've seen Shoreview's you have to want <br />it. <br />
