DRAFT DRAFT DRAFT DRAFT DRAFT <br />RAMSEX COUNTY PARKS AND RECREATION COMMISSION <br />MINUTES <br />DECEMBER 10 , 1991 <br />The regular meeting of the Ramsey County Parks and Recreation Commission was called to <br />order by Chairman Nethercut at 6:00 p.m., in the Main Floor Conference Room, Ramsey <br />County Parks and Recreation Department, 2015 North Van-Dyke Street, Maplewood, Minnesota. <br />Members Present: Gary Botzek, Bernard Edmonds, Linda Ford, William Frank, Michael Horan, <br />Robert Nethercut and Mark Nolan <br />Staff Present: Greg Mack, Larry Holmberg and Cheryl Myran <br />Chairman Nethercut asked fora motion to approve the agenda with a change in the order of <br />discussion for items /+, 5 and 6. Mr. Botzek moved, seconded by Mr. Frank, that the <br />agenda be approved as mailed, except for reversal of items 4, 5 and 6 (6, 5, 4). Motion <br />carried. <br />Approval of Minutes <br />Chairman Nethercut asked for a motion to approve the minutes of November 12, 1991. Ms. <br />Ford mentioned an error on page Z, Snail Lake Regional Park Master Plan, second <br />paragraph, last line, should read, "responsible for ~-a approximately. l3% of the annual <br />operating cost." Also, page 3, Acceptance of Final Draft Ordinance for Ramsey County <br />Parks a.nd Open Space, should read, "The final draft ordinance was discussed and some <br />changes were recommended. Mr. Botzek moved, seconded by Mr. Edmonds, that the Commission <br />recommend that the County Board accept the`-draft "Ordinance for the Control and <br />Management of Park, Recreation and Open Space Areas and Facilities Under the Jurisdiction <br />of the Ramsey County Board of Commissioners" as amended as a public hearing document." <br />It was moved by Mr. Edmunds, seconded by Mr. Frank, that the minutes of November 12, <br />1992, be approved as amended. Motion carried. <br />Update on Legislative Matters Pertaining to Regional Recreation Open Space <br />Mr. Mack said he attended the Metropolitan Systems Committee meeting on December 10, <br />1991. The Metropolitan Council referred the proposed Regional Recreation Open Space <br />legislative proposals back to the Committee for reconsideration. The program, as <br />prepared by the Metropolitan Parks and Open Space Commission-and recommended by the <br />Systems Committee, included the following elements: <br />o Reinstatement of State supplemental operations and maintenance funding-for F.Y. 93. <br />o State bond ftmding for the Capital Improvement Program for Regional Recreation Open <br />Space ($30 million for F.Y. 93). <br />o Reinstatement of State debt service payment for certain regional park projects. <br />Mr. Mack said members of the Council had concerns about advancing a program without <br />knowing the Governor's position. They discussed their role in establishing Council <br />legislative priorities. Also discussed was the role of the Systems Committee vs. the <br />role of the Management Committee (Metropolitan Council Members). The Systems Committee <br />recommends initiatives to the Metropolitan Council. After initiatives are approved by <br />the Council, the Management Committee may suggest priorities. <br />-1- <br />
