After considerable discussion regarding the legislative proposals relative to the <br />Governor's perceived view on the regional park system, the Systems Committee reaffirmed <br />its recommendation of support for the legislative package. <br />Mr. Mack said that IZe, Commissioner Ruby Hunt, Mr. Terry Schutten, Mr. Wy Spano and Ms. <br />Terry Lindeke met with the Chairs of the Ramsey County Delegation (Representative Mary Jo <br />McGuire and Senator Randy Kelly). The discussion was productive. Mr. Mack distributed <br />copies of a draft staternent proposed by the MICA Parks Committee that was used for <br />discussion which compares the metro regional park system with the State park system. <br />Senator Randy Kelly indicated a desire to meet with his counterparts of other metro <br />counties. Tt was reported that representatives from the City of St. Paul and Hennepin <br />Parks have indicated a willingness to work with MICA on a lobbying effort. <br />Mr. Mack encouraged Commission members to make contact with Metropolitan Council members <br />soon to encourage their support for the regional parks legislative package. Chairman <br />Netherctt agreed to contact Lyle Schwartzkopf; 19r. Botzek will make contacts also. <br />Review of_ Proposed Process and Timeframe for Amendment of the Com rehensive System Plan <br />for Ramsey County Parks and Open Space <br />Chairman Nethercut and Mr. Mack drafted a "Comprehensive Planning Process." Mr. Mack <br />reviewed with Commission members the eight steps outlined in the draft. Discussion on <br />meetings with municipalities followed. Mr. Botzek suggested that views of special <br />interest groups be brought forward by the municipal parks and recreation commissions. <br />Commission members agreed that the suggested timeframe for the planning process is <br />reasonable. <br />Mr. Horan suggested the Commission work with providers of mass transit to improve access <br />to park areas. Mr. Mack said in identifying criteria for location of facilities, <br />consideration be given to corridors served by public transit. <br />Mr. Mack suggested the Commission begin this planning process by reviewing the SCORP <br />report and the most recent research by the Metropolitan Council. Chairman Nethercut <br />suggested staff compile information on use of services presently available. Mr. Frank <br />said information on undeveloped areas would be useful also. Mr. Botzek said future <br />projections and interests of the aging population would be helpful. Mr. Mack indicated <br />that the proposed process will solicit input from Commission members on future trends. <br />Mr. Botzek suggested that the minutes and agendas of Commission meetings be sent to the <br />chairs of the municipal parks and recreation committees. The minutes will be identified <br />as a draft. <br />Commission Liaison Responsibilities for Elements of the 1991-92 Work Program <br />Commission members reviewed the work program and liaison responsibilities were identified <br />as follows: <br />Private Funding; Gifts, Memorials, etc. - Mr. Nolan <br />Burlington Northern and Rice Creek Trail Corridors - Mr. Frank <br />Regional Recreation Open Space Legislation - Mr. Botzek <br />Preservation of Parkland - Mr. Edrnonds <br />Cooperation/Collaboration/Consolidation.- Mr. Nethercut <br />Revenue Enhancements - Ms. Ford <br />Citizen Survey - Mr. Horan <br />State of Parks Report - Mr. Nethercut/Mr.-Nolan <br />Long Lake.
