DRAFT DRAFT DRAFT <br />RAMSEY COUNTY PARKS AND RECREATION COMMISSION <br />MINUTES <br />MARCH 10, 1992 <br />The regular meeting of the Ramsey County Parks and Recreation Commission was called to <br />order by Chairman Nethercut at 6:00 p.m., in the Main Floor Conference Room, Ramsey County <br />Parks and Recreation Department,. 2015 North Van Dyke Street, Maplewood, Minnesota. <br />Members Present: William Frank, Robert Nethercut and Mark Nolan <br />Members Absent: Gary Botzek, Bernard Edmonds, Linda Ford and Michael Horan <br />Staff Present: Greg Mack, Larry Holmberg and Cheryl Myran <br />Others Present: Barry Rice <br />Approval of the agenda and minutes was postponed due to the absence of a quorum. <br />Chairman Nethercut requested that the Friends of the St. Paul and. Ramsey County Parks and <br />Trails resolution regarding railroad right of way be included on the April agenda when a <br />majority of the Commission is present. <br />Mr. Botzek requested by telephone that Commission Member Updates Regarding Work Plan <br />Assignments, paragraph five, of the February 11, 1992, minutes be amended as follows: Mr. <br />Botzek indicated that he attended the City of Shoreview Planning Commission meeting <br />regarding the Snail Lake Master Plan. Questions raised were addressed by Ramsey County <br />Parks and Recreation Department staff and City of Shoreview staff. <br />Continue Discussion Re <br />ink the Ramsey County. Parks and Recreation Comprehensive System <br />Mr. Mack explained that many of the parks are fully developed or have an approved master <br />plan. The types of activities and facilities need to be addressed. Many of the existing <br />facilities are operating at or above their design capacity. Capacity could, however, be <br />expanded at several locations by redesigning of facilities. There was discussion about <br />overnight group camping as an activity that could be provided at some locations in the <br />County. Mr. Mack recommended that this activity be discussed with the municipal parks and <br />recreation commissions. <br />Mr. Holmberg said the regional parks have approved master plans. Some, such as Keller <br />Regional Park, have been substantially developed. Master plans can be amended to reflect <br />system needs. A list of Ramsey. County properties listing regional parks, regional trail <br />corridors,, county parks, protection open space and special use facilities was distributed. <br />Mr. Holmberg used maps and/or aerial photos to discuss the physical characteristics of <br />Beaver, Joy, Gervais, Josephine, McCarrons, Owasso, Johanna/Schmidt, Turtle, Wakefield and <br />White Bear County Parks. This review process will continue at the April Commission <br />.meeting. <br />There was discussion about when to schedule a meeting with the municipal parks and <br />recreation commissions to discuss activities and what is currently available .within the <br />Ramsey County system.
