Report 91-097 <br />Motion by Larson, seconded by .Williams, to AUTHORIZE STAFF TO <br />CONDUCT AN ENVIRONMENTAL REVIEW AND PREPARE DOCUMENTS <br />FOR ACCEPTING THE DONATION OF THE ROBERT N1XON PROPERTY; <br />AND REQUEST THE ENVIRONMENTAL QUALITY COMMISSION, PARK <br />BOARD, AND ECONOMIC DEVELOPMENT COMMISSION TO REVIEW THE <br />DONATION AND REPORT THEIR FINDINGS AT THE MAY 28, 1991, <br />COUNCIL MEETING. <br />3 Ayes - 0 Nayes, Motion Carried. <br />Firefighter Mark Herrick said the Fire Department, Police, Park and Safety Camp <br />Recreation, Health One, Citizen Study Committee and local busiriesses are Report 91-098 <br />coordinating a Safety Camp for 1st through 5th grade children at Hansen <br />Park on July 31. Each organization will sponsor a safety talk followed by <br />activities which will include fire prevention, D.A.R.E., and bicycle safety.. <br />Dee Lere, Citizen Study Committee (CSC), said the CSC will sponsor a <br />bike maintenance and safety check booth, and a bike rodeo course which <br />emphasizes common safety rules of the road. <br />Motion by Williams, seconded by Benke, to ENDORSE THE SAFETY CAMP <br />ON JULY 31 AT HANSEN PARK SPONSORED BY THE NEW BRIGHTON <br />FIRE, POLICE AND PARKS DEPARTMENTS, HEALTH ONE, AND THE <br />CITIZEN STUDY COMMITTEE. <br />3 Ayes - 0 Nayes, Motion Carried. <br />Manila presented the site plan review for a municipal golf driving range on Site Plan for Golf <br />City-owned property. The site is located at the northwest quadrant of I- Driving Range <br />35W and I-694. Report 91-099 <br />The site plan includes an off-street parking lot, employee shelter, fenced <br />area for motorized equipment and trailers, tee boxes, and the range area.. <br />The plan complies with all I-1 district and parking standards with the <br />exception of concrete curbing, a paved surface, and parking area striping. <br />The improvements and landscape plantings will be installed after second <br />year of operation, upon the City's decision to continue the range facility. <br />Park and Recreation Director Maurie Anderson said Shafer Construction <br />has provided fill and topsoil to the City at no cost and will complete <br />operations by September. <br />Because the site is a former demolition landfill, the Minnesota Pollution <br />Control Agency has stated one foot of black dirt with vegetative cover is <br />an appropriate action for the site. <br />
