CONCRETE CURBING, A PAVED SURFACE, AND STRIPING BE <br />INSTALLED IN THE PARKING AREA AFTER THE SECOND YEAR OF <br />OPERATIONS OR SPRING OF 1994, TO BE APPROVED BY CITY <br />COUNCIL. <br />2. LANDSCAPE PLANTINGS TO BE INSTALLED ON SITE AFTER THE <br />SECOND YEAR OF OPERATION OR SPRING OF 1994, TO BE <br />APPROVED BY CITY COUNCIL. <br />3 Ayes - 0 Nayes, Motion Carried. <br />Margaret Egan, Finance Director, .presented the resolution establishing 1991 Water & <br />-1991 water and sewer rates and a resolution to authorize a transfer for Sewer -Rates and <br />water utility assistance. ` Water Utility <br /> Assistance <br />The City annually reviews water and sewer services to ensure customer Report 91-100 <br />fees and appropriations from the Environmental Restoration Fund are. kept Resolution 91-041 <br />equal to expenses. Resolution 91-042 <br />.The water services have been found to be in a strong financial position <br />and it is recommended the existing rate of 5.55 per 1,000 gallons remain. <br />Because of cost increases and elimination of year-end residual, the sewer <br />services will need a rate adjustment to regain its financial strength. The <br />sewer operation is a cooperative effort between the City and Metropolitan <br />Waste Control Commission (MWCC) and 62% of the rate change will be <br />sent to the MWCC to cover their costs. The proposed adjustment would <br />change the consumption fee from 51.30 to 51.75 per 1_,000 gallons. <br />While the adjustment is sizeable, this is the first increase since 1984. If <br />approved, customers will receive adjustments in their May, June and July <br />billing. <br />Several topics has been identified for further review and staff recommends <br />the Financial Policy Advisory Board examine the MWCC accountability, <br />use of the Environmental Restoration Fund, the meter read program and <br />the utility billing policy. <br />Benke said Egan's report was informative and noted that a large portion of <br />the sewer service increase is as a result of an increase in MWCC charges. <br />Motion by Benke, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ESTABLISHING 1991 WATER AND SEWER <br />RATES; RESOLUTION AUTHORIZING TRANSFER FOR WATER UTILITY <br />ASSISTANT; ANO DIRECT THE FINANCIAL POLICY ADVISORY BOARD <br />TO ADDRESS THE ADDITIONAL PRIORITIES. <br />3 Ayes - 0 Nayes, Motion Carried. <br />
