Council Meeting Minutes Page $ <br />April 23, 1991 <br />Announcements and Updates Announcements & <br />Updates <br />The five city/school district representatives group will meet on April 27 at <br />the Mounds View City Hall, 8:00 a.m. to noon. Five City Meeting <br />The Ramsey County Legislative delegation has decided to allow the .Suburban. Court <br />Ramsey County Commissioners, judges, and the suburban cities to Facility <br />research the issue of a suburban court facility without a legislative <br />mandate. Commissioners Salverda, Norgaard, and McCarty, and three <br />appointees of the judges will research the issue to determine an optimal <br />court location in suburban Ramsey County. Benke feels that more than <br />one suburban County service location is needed for courts, city and school <br />district services. <br />A bill has been introduced which requires cities with a population over Election of <br />20,000 to establish wards for elections of Councilmembers. The proposal Councilmembers <br />would 'insure opportunities for minorities to be represented on local elected <br />boards. In communities where there is a concentration of minority groups, <br />this appears to be a valid proposal. However, in communities with a <br />generally homogenous makeup, an at large system is equitable and <br />prevents portions of a community battling against each other. Benke said <br />interested New Brighton residents should contact Senator Novak or <br />Representative Fellow. <br />A work session with the New Brighton and St. Anthony Councils will be Silver Lake Road <br />April 30 at the St. Anthony City Hall. The Councils will meet to discuss Project <br />the draft revision of the Silver Lake Road Project. <br />The EQC, City Sanitarian Dave Fridgen, and volunteers were commended Recyc{ing Bins <br />for their excellent job in the distribution of the recycling bins on April 20. <br />The~CSC were commended for their excellent involvement in the 14th Town Hal{ <br />Annual Town. Hall meeting on April 13.
